Your role:You'll be responsible for authorizing and fingerprinting Portland International Airport (PDX) Security Badge applicants, and for issuing and accounting for PDX Security Badges following federally mandated regulations and directives, including 49 CFR 1542, PDX Airport Security Program and the Port of Portland statutes and PDX Rules. You will also provide security badging information to new applicants and existing badge holders over the phone, by email and in person!

Essential Job Duties

  • Receive, capture, process and evaluate new and renewal airport security badge applicant information and identity documents utilizing a specialized Identity Management System (IDMS) program.

  • Print and issue airport security badges after ensuring the applicant has met all federally mandated airport badging requirements under Title 49 CFR 1542, Transportation Security Administration (TSA) security directives and badging requirements in the PDX Airport Security Program (ASP).

  • Assist new and existing security badge customers in person, by phone, and by email. Schedule fingerprint and training appointments for new and renewal applicants.

  • Administer security, airfield driving, authorized signatory, and airfield construction training via an interactive computer-based training program.

  • Review and audit badge applications to ensure compliance with all regulations.

  • Validate parking for all new applicants.

Maintain a general knowledge of all security rules and regulations and provide guidance to badge holders.Troubleshoot and resolve badge holder inquiries and problems, such as access issues and dead cards.Troubleshoot and resolve equipment and software interface issues and collaborate with IT to resolve.Process requests for issuing metal keys, replacement (lost) badges, legal name changes, and custom seals approved by the Custom & Border Protection (CBP).Complete additional assigned responsibilities which may include the following:

  • Conduct software training classes for Authorized Signatories andact as the primary contact for stakeholders and conduct outreach to Authorized Signatories.

  • Add and update employer badging data and new company set up/company closeout in the IDMS software.

  • Track, collect, and bill for unreturned badges, process monthly badge billing and weekly deposits, and review and analyze audit reports (for badges and keys) and data from the IDMS software.

  • Manage the appointment schedule for applicants needing fingerprinting and security training

  • Purchase operating supplies.

  • Peripheral cleaning of IT equipment, process checkpoint and temporary passes, assist Aviation Security and Emergency Management Departments with special events, and assist in the training of new Security Badging Coordinators.

Minimum Qualifications

Education and Experience:

  • Two (2) years post-secondary education and/or training.

  • At least one (1) year working experience in an office environment, use of word processing, and spreadsheet applications; or,any combination of education and experience that demonstrates the ability to perform the job duties.

  • Experience in an aviation security environment is preferred.

  • American Association of Airport Executives "Airport Certified Employee" (ACE) Trusted Agent certification is preferred.

  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment for a PDX Security Badge is required.

  • Maintain a valid state drivers' license is preferred.

  • Learn and use specialized software programs.

  • Learn to recognize and identify work eligibility documents including fraudulent documents.

  • Learn the training material for security and airfield driving topics.

  • Proficiency in Microsoft Suite.

Supplemental and Selection Information

Selection Process(tentative schedule):

  • A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of July 8, 2024.

  • A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.

  • Our goal is to schedule first round of interviews with candidates that successfully passed the SME evaluation step the week of July 15, 2024; followed with second round of interviews the week of July 29, 2024.
