The Community Programs Manager manages and plans community outreach programs that reach diverse constituents and celebrate the vibrancy of Gwinnett County. Due to the nature of working with communities that speak limited English, bilingual applicants are strongly encouraged to apply.

Job Duties and Responsibilities:

  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained and follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, disciplinary, and termination recommendations.

  • Develops project management processes and oversees Community Programs Section team workflow.

  • Serves as a representative and liaison between the Community Outreach Director, internal departments, and external organizations. Advises director of potential programs, develops solutions, and makes recommendations relative to the Community Outreach Division.

  • Identifies and initiates relationships with community stakeholders who have little or no regular interaction with County government and ensures that Gwinnett's diverse community is aware of County programs, services, and initiatives.

  • Develops and implements strategies for high-quality programs that increase the County's engagement with Gwinnett's constituency.

  • Oversees the Gwinnett 101 Citizens Academy, Gwinnett Youth Commission, and other County signature programs.

  • Represents the Community Outreach Division at public and private events and community group meetings.

  • Participates in and/or leads special projects, task forces, meetings, committees and/or training sessions.

  • Uses technology and digital resources to enhance community programs and display a willingness to learn new applications and identify innovative ways to use technology for community programs.

  • Maintains various records related to new and continuing community outreach initiatives, activities, and services.

  • Prepares reports and maintains statistical records associated with the Community Outreach Division.

  • Performs other duties of a similar nature or level and additional duties as assigned.

  • Works extended hours, including weekends and evenings, to support the Community Outreach Division's programs, events, and services.

Required Training and Expertise:

  • Bachelor's degree in Education, Communications, Public Relations, Public Administration, or a related field.

  • Three years' experience as a manager or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Preferred Training and Skills:
  • Three years of experience in planning and executing large-scale special events and managing outgoing, high-quality programs.

  • Demonstrated experience in developing curriculums designed to engage youth and adults.

  • Demonstrated success engaging youth, diverse audiences, and community-based organizations.

  • Effective communications skills, including public speaking and presentation experience, along with strong writing skills.

  • Exceptional project management and organizational skills; able to work under tight deadlines and manage projects independently with minimal oversight.

  • An exceptionally creative communicator with impeccable interpersonal and customer service skills.

  • Flexible, open-minded, and willing to adapt to changing/competing priorities; able to manage multiple demands and skilled in time management.

  • Someone who enjoys learning and continually seeking new ways to grow personally and professionally.

The Department and its staff are widely recognized for superior service in the maintenance and operation of almost 9, 000 miles of water, wastewater, and stormwater lines, as well as the operation of 2 water production facilities, 3 water reclamation facilities and over 200 pump stations. The Department of Water Resources takes pride in stewardship of the environmental resources entrusted to us and pledges to be responsible as we manage water as a limited, but renewable resource. This position is responsible for organizing and overseeing the preventive maintenance of water, sewer, and stormwater pipes and structures throughout the Department of Water Resources (DWR) systems. DWR currently has over 2,800 miles of gravity sewer, 3,900 miles of water mains, 300 miles of sewer force mains, and 1,500 miles of storm drains. The class specification description for this position encompasses the generalized skills and duties required of this position. Additional responsibilities will include the following: * oversee the management of inspection data for the purposes of preparing maintenance and inspection programs * analyses of data for operational support and monthly and annual reporting. * supervise staff, analyze data, prioritize assessments and inspection activities * oversee the daily scheduling of crews and equipment, prepare budgets and reports, and specify equipment and vehicles. * Point of contact for annual reports, audits, and monthly operational summaries It is expected that the incumbent will build upon existing resources to develop effective, comprehensive assessment and maintenance programs for DWR's linear assets. This may require the incumbent to review and comment on the linear components of plans prepared for construction projects, and coordinate with other groups in DWR to evaluate and comment on variance requests regarding linear systems. The grade for this position is 108. This position must be available 24/7 and respond quickly to emergencies. Salary will be based on qualifications and experience. Minimum Qualifications: * Bachelor's Degree in a field related to Water Utility operations; * Eight years of progressively responsible experience related to assessment and maintenance activities, including two years of experience as a manager; * Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above; * Valid driver's license in state of residency; * Must possess certification as Georgia Wastewater Collection System Operator, Georgia Distribution System Operator, and NASSCO Pipeline Assessment Certification Program (PACP), or obtain these certifications within 12 months.
