Reporting to the Chief of the Security Services Division, the Section Chief (Headquarters Security) is responsible for leading and managing the headquarters security section and implementing the headquarters security program for the IMF's headquarters-based personnel and offices. She/he develops and executes the plans, policies, and procedures to mitigate safety and security risks for IMF personnel and property.
The position is accountable for leading and managing the headquarters security section in directing all operations regarding campus security, executive protection, Annual and Spring Meetings security, and emergency response. This will include developing close relationships with the departmental Senior Security Managers, Emergency Wardens and Facilities Management. In fulfilling this role, the incumbent will champion the need for teamwork and collaboration among both internal and external stakeholders.
Other key responsibilities include being responsible for identifying security risks to IMF personnel at headquarters and the Washington, D.C. area: designing and implementing strategies and programs to manage those risks; developing security policies and practices and awareness campaigns; and providing both general and specific security guidance and advice for IMF personnel in the IMF's headquarters and Washington, D.C. satellite offices. These key responsibilities are further expanded upon below.
Key Duties and Responsibilities
Plans, develops, supervises, and reviews the implementation of security plans and emergency response procedures for the IMF headquarters personnel, visitors, and physical assets in the Washington, D.C. area; participates in the IMF's Emergency Operations Response Team (EORT) when required.
Oversees and leads initiatives to periodically review and improve all aspects of physical security measures, to include the implementation of perimeter, access control, surveillance, office, mail screening, and event security at the IMF's Washington, D.C.-based assets.
Oversees management of the contracted guard force for the IMF's headquarters buildings and satellite offices as applicable; decides on staffing of guard force and other protective teams. Manages and controls operational security costs and budgets associated with headquarters security operations.
Leads the operational security planning and operations for the IMF/World Bank Annual and Spring Meetings; oversees the security coordination for the IMF when Annual Meetings are held overseas; briefs the IMF's Executive Board and the Managing Director on security matters related to the Meetings.
Leads security threat and risk assessments to decide on deployment of security personnel and assets for IMF assets in the Washington, D.C. area.
Oversees the executive protection team for the Managing Director and other senior IMF officials.
Supervises the management of the IMF's Fire and Life Safety Program, to include on-site medical response, K-9 response team as well as an on-site Hazardous Materials response team.
Supervises the management of the 24/7 Global Security Operations Center; leads review of GSOC strategy, to include initiatives to improve client services and satisfaction.
Leads and assists in a range of internal investigations.
Liaises and maintains working relationships with host nation's law enforcement representatives from local, regional and federal level. Represents the IMF at meetings of Washington D.C.-based security officers.
Provides personnel and material support to Business Continuity Office for the planning and implementation of crisis response preparations, awareness campaigns, and exercises.
Determines and manages budgets, develops Statements of Work, and assists with the formulation and awarding of RFPs and the management of contracts for hospitality products, services, and staffing.
Provides advice and subject matter expertise to the IMF's Domestic and Workplace Violence Prevention program.
