GENERAL PURPOSE

To plan, develop, implement and evaluate aquatic programs, special events, athletics and recreation programming for a wide variety of ages within the Aquatic Division. Manage multiple aquatic facilities and staff operations.

SUPERVISION EXERCISED

The employee directly supervises seasonal pool managers, cashiers, water safety instructors, and lifeguards.

Essential Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages and supervises the planning, development, implementation, promotion and evaluation of aquatic programs and special events for a diverse group of people.

Implements a comprehensive swim lesson program for youth and adults.

Trains and certify aquatic personnel for lifeguard and water safety instructor license.

Schedules facilities and coordinates aquatic program activities in conjunction with Parks and Recreation programs.

Maintains appropriate records and prepares requested reports.

Hires, trains, and supervises aquatic program staff and contracted class instructors.

Ensures payroll accuracy.

Ensures sound fiscal control and recommends adjustments when identified.

Maintains statistical data on program participation. Completes evaluations and surveys and maintains records as required.

Maintains inventory of supplies and equipment.

Promotes the expansion of revenue potential through various innovative resources.

Prepares and recommends program budget requests, cost estimates, and justifications for needed equipment, supplies and personnel and makes proper purchases.

Enforces policies and procedures for staff, swim team members, instructors, volunteers, and guests.

Maintains website for aquatic programming and special events.

Assists in the planning, preparation, implementation, and evaluation of city wide special events.

Communicates plans, policies and procedures to staff and the general public.

Issues written and oral instructions and assigns duties and conducts follow ups for accuracy.

Prepares reports and compiles statistical data to assist in decision making process.

Coordinates a comprehensive marketing plan for a family aquatic center and one municipal swimming pools.

Conducts safety training for aquatic personnel.

Coordinates / oversees class registrations.

Handles emergency situations.

Possesses and maintains a valid driver's license and comply with City of Killeen driving policy

Serves as a member of various city employee committees, as assigned.

Assists staff in the performance of their duties as required.

Other duties as assigned.

Required Minimum Qualifications:

SPECIAL REQUIREMENTS

Must have a valid driver's license by date of hire.

Must possess American Red Cross Water Safety Instructor License, American Red Cross Lifeguard Instructor certification current CPR certification, and current lifeguard certification.

Must be available to work weekends, and various hours to oversee various events and activities and to attend meetings.

Personal computer, calculator, copy and fax machine, phone, base radio unit, television, DVD player, and overhead projector.

SUPERVISION EXERCISED Employee supervises Lifeguards, Pool Cashiers, and Water Safety Instructors. Essential Duties: ESSENTIAL DUTIES AND RESPONSIBILITIES Explains and enforces basic pool rules. Provides information regarding facility use and hours of operation. Assists with conflict resolution and customer relations. Assists in general maintenance and clean-up of activities/facilities. Maintains property of the City of Killeen pool facility. Submits reports to supervisor on accidents, damage to facilities and equipment, problems among staff, and complaints from facility users. Oversees all lifeguard operations, including but not limited to: lifeguard rotation, lifeguard awareness, lifeguard conduct, and the scheduling of guards. Supervises cashiers, including but not limited to: management of accepting fees, accounting for fees received, and the turning in of all monies. Plans and develops of pool activities. Limits the use of the pool telephone. NON-ESSENTIAL FUNCTIONS Performs other duties as assigned. Required Minimum Qualifications: Education and Experience: (A) Previous experience as a lifeguard, water safety instructor, or any other previous aquatics experience preferred. (B) Previous supervisory or management experience preferred. Necessary Knowledge, Skills and Abilities: (A) Ability to establish and maintain effective working relationships with coworkers and customers. (B) Ability to communicate effectively both verbally and in writing. (C) Ability to maintain regular and punctual attendance. (D) Ability to utilize organizational skills (E) Ability to consistently monitor lifeguards and patrons. Supplemental Information: SPECIAL REQUIREMENTS: Employee must have a valid Texas Driver's license, and CPR/First Aid/AED certification by date of hire. Must be able to work from 6:30 am until 11:00 pm. Must be able to work weekends. TOOLS AND EQUIPMENT USED: Copy machine, computer, cash register and wet/dry vac,. PHYSICAL DEMANDS: This position requires someone to be able to lift and carry equipment for pools up to 75 pounds. Must be able to handle paperwork, set up facility, and to perform CPR/First Aid/AED. WORK ENVIRONMENT: This position requires that the individual to work outdoors for prolonged periods of time, and be exposed to various weather conditions.
