ASRC Federal Systems Solutions is seeking a Program Manager supporting our team at NASA Goddard Space Flight Center in Greenbelt, MD.
Summary:Responsible and accountable for the overall contract / program based on established performance expectations, benchmarks, and metrics attuned to NASA needs, program requirements, and customer satisfaction index and aligned with NASA broad agency initiatives. Single point-of-contact for all contract technical performance and financial requirements and issues.
Establish, manage, guide, and optimize all central management functions necessary to support the GSFC Engineering and Technology Directorate across all program activities, including risk management and continuous improvement initiatives. Specific elements of oversight and guidance comprise holistic program management; cost control; financial management and reporting; procurement services; safety, health and environmental planning; and administrative support.
Provide oversight and flow down requirements to staff responsible for requirements supporting Systems Engineering (SE) activities. Specific elements of this area comprise systems engineering support for all phases of project development for small satellites, sounding rockets, balloons, and a broad range of technology development efforts. Will provide support to: review, analyze, document, and control system interfaces, requirements, and configurations; conduct trade-studies and support the definition of systems; produce system technical budgets; present systems information at peer and design reviews; lead design teams; and identify and produce plans to control risk.
Provide oversight and flow down requirements to staff responsible for engineering support. Specific elements of this area comprise support for all aspects of Electrical SE, Software SE, Mechanical SE, Guidance, Navigation and Control SE, and Safety Engineering.
Establish an environment of practical innovation for positive change. Spearhead and encourage employee ownership in recommending, developing, communication, and implementing optimization initiatives that improve task and work process that exceed customer requirements and/or solve customer issues.
Establish succession planning and work closely with the customer to forecast near-term and future talent and skills inventory needs. Oversee the establishment of a continually refreshed database of pre-qualified candidates to meet staffing needs.

Multi-Disciplined NASA Engineering experience (contractor background in task-order based environment preferred)
Working knowledge of Goddard Space Flight Center, its unique culture, and its current and planned missions
Demonstrated ability to manage large complex teams (>$100M) in support of space missions
Desired Qualifications:Project Management Professional (PMP); thorough knowledge of all applicable NASA GSFC procedures, guidelines, and directives, working knowledge of NASA Systems Engineering Handbook.
Required Education and Experience: BS degree with a minimum of 12 years of related experience or minimum of 8 years with an MS or an MBA degree.
