The Division of Technology Services, (DTS) Scrum Coach will report to the Senior Technical Product Manager/Engagement Administrator and work with several IT Product Management teams from 6 DES divisions by mentoring and coaching their Agile processes. This position should have a good working knowledge of Agile and Lean Principles, values and practices. This position will monitor approximately 28 Agile teams to ensure that staff are fully allocated and strive towards improving the DTS Metrics regarding Agile.


  • Manages multiple middle to large-sized projects, including some complex projects. Supports teams in planning, executing and reporting of projects, and project objectives. Delivers workshop content and support teams in successfully adopting standard practices.

  • Manages project budget and resource allocation, pro-actively and routinely identifies, mitigates, and reports project risks. Works with product owners to understand business needs and prioritize deliverables, schedule and budget.

  • Manages projects based on repeatable standards and practices where possible, but also may require defining new approaches.

  • Participates in the design and/or testing phases. Resolves or assists in the resolution of conflicts within and between projects or functional areas. Seeks creative alternatives to project challenges

  • Facilitates the definition of project missions, goals, tasks and resource requirements. Leads planning and/or implementation of projects. Works with company teams to set-up projects; meets with production owners to build product backlog and set expectations; and works with vendor partners to understand how solutions will address business needs and related dependencies.


Knowledge of:

  • Considerable working knowledge of both theoretical and practical aspects of project management.

  • Considerable knowledge of the organization's methodologies and tools.

  • Considerable knowledge of the organization's policies and procedures.

  • Considerable knowledge of interrelationships among various internal & external. organizational functions.

  • Proficiency with Project Management Body of Knowledge (PMBOK).

  • Considerable working knowledge using, Project Management, SCRUM, Agile and Waterfall, Team Foundation Server 2013 or later.

Skill in:

  • Strong customer service skills.

  • Excellent interpersonal, written and oral communication skills.

  • Advanced project management skills.

  • Ability to:

  • Demonstrated ability to balance, prioritize and organize multiple tasks.

  • Bachelor's degree plus 5 or more years of experience in project coordination and management (or equivalent experience).

  • Scrum Master Certified, Arizona State Project Management Certification, Project Management Professional (PMP).

  • 5 or more years of experience using Project Management, SCRUM, Agile and Waterfall, Team Foundation Server 2013 or later.


  • Have a current, valid state issued driver's license appropriate to the assignment. Employee is subject to driver's license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12).
    • Apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets Level One requirements
    • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees
    • Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions
