Major Duties (Job Description) You will develop, present and defend cost estimates of complex Software Development efforts, including breaking proposed efforts into new, modified and re-used Equivalent Source Lines of Code (ESLOC), and combining those parameters. You will develop, present and defend cost risk analyses by interfacing with program office engineers to identify sources of cost estimating, technical and schedule risk and performing Monte-Carlo simulations to develop cost-confidence “S-curves.
You will advise program offices of Department of the Navy (DON) and Department of Defense (DoD) acquisition policy and regulations related to cost estimating and analysis. You will perform Earned Value Management analysis by reviewing and analyzing Cost Performance Reports (CPRs), calculating common EVM metrics, and developing, presenting and defending comprehensive Estimates at Completion (EACs). You will effectively represent the NAVWAR Cost Estimating and Analysis Division in cost estimating forums that include members of the Department of the Navy (DON), Department of Defense (DoD), and prime contractor cost estimating communities. Qualification Summary Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-02 pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Develops, presents and defends complex life cycle cost models utilizing a wide variety of cost estimating tools and processes.
