THIS POSITION SERVES STATEWIDE OPERATIONS

SCHP Corporal - Troop 10 HQ - Community Relations, Recruiting and FOIA (CRRF) Unit CRO Region I (60022810)

Directs and supervises Community Relations Officers within the Community Relations, Recruiting, and FOIA (CRRF) Unit. Provides factual information to the public/media concerning traffic crashes, safety programs and activities within the Troops and DPS.

Actively recruits the most qualified applicants for the South Carolina Highway Patrol. Assists or oversees recruiting events, along with helping with PAT testing as needed. Conducts Equipment, SmartCOP, and CRO console audits.

Assists CROs in implementing safety initiatives, large presentations, and responses to media questions. Ensures CROs are completing job functions.

Maintains public awareness of ongoing enforcement and safety programs. Represents the SC Highway Patrol in the public and media arena. Will plan and carry out programs to educate the public through schools, community events, businesses, and social media about traffic safety and the agency's mission and goals. Compiles and research data about traffic collision comparisons, injuries/deaths, seatbelt usage, collision locations, and primary collision contributors to stay abreast of current trends.

Patrols and enforces the South Carolina Motor Vehicle Laws on all highways. Enforces other criminal laws as deemed necessary.

Investigates and assists in investigating collisions, determining the cause and the appropriate violation of state law. Prepares and presents cases in court. Prepares and documents necessary reports on all Patrol activities. Provides guidance and direction to State Troopers in the performance of their duties.

This position serves the SCHP HQ with Statewide Operations.

Minimum and Additional Requirements

TIME IN GRADE - Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the posted closing date of this vacancy.

EDUCATION - High school diploma or GED equivalency.

PROMOTIONAL EXAMINATION - An applicant must have scored 70 or higher on a promotional examination for the vacancy rank within two years of the posted closing date of the vacancy.

PROMOTIONAL INTERVIEW PANEL - An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.

DISCIPLINARY ACTION - Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM - An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Warning Notice of Substandard Performance" during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.

PROBATIONARY/TRIAL PERIOD - Any individual serving a probationary/trial period shall be ineligible to participate in the promotion process.

RESIDENCY - Selected applicant must comply with the residency guidelines outlined in SCDPS Policy 300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. Section IV.D.3 SCDPS Headquarters Law enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes.

IV.C. Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Preferred Qualifications

Must maintain S.C. Class I Law Enforcement Officer certification.

Must have excellent knowledge of laws relating to traffic law enforcement. Must have ability to supervise other law enforcement personnel. The skills and abilities can be obtained through law enforcement training courses, in-service training and on-the-job experience.

Overnight travel on special assignments and training seminars.
