Thesuccessful candidate will be responsible for overseeing state foundationpayments to community schools, providing policy development and implementation,closely coordinating with internal offices and responding to stakeholderissues. Major Responsibilities & Duties: Onbehalf of the Office of Budget and School Funding, provides policy developmentand implementation, monitoring and review, technical assistance, andconsultation for Community School finance activities (e.g., community schoolpayments under Ohio Revised Code §3314.08): * Advises and ensures accurate monthly payments for all the communityschools through simulation of the community school funding formula and presentsfor administration's signature (i.e. reviews, recommends, preliminarilyapproves payments); * Creates policies regarding reporting system (e.g., how system operates,deadlines for receipt of information, requirements for obtaining funds); * Reviews new school laws and translates to changes in fundingcalculations; * Develops and implements policies and procedures surrounding fundingcalculations; * Collaborates with ITO and the Office of Community Schools to update themonthly computations, including adding or removing schools receiving payment; * Computes and tracks payment adjustments (e.g., deducts for auditorfees); * Oversees system for resolving disputes between traditional districts andcommunity schools on payment information. Servesas point of contact for community school financial issues and applicationsunder the Ohio District Data Exchange (ODDEX) and Education ManagementInformation System (EMIS): * Develops new and ongoing policy for the School Options EnrollmentSystem; * Develops materials to explain community school finances and data entry; * Delivers training regionally and statewide; * Liaises with community school officials and answers individual phonecalls and email from constituents. Coordinatesthe annual the FTE Review process with the Office of School Finance and theOffice of Community Schools: * Manages the Community School FTE Review Module with in the ComplianceSystem. Researches,drafts and updates policies and procedures for community school finance: * Attends meetings and provides advice to public officials; * Meets with school officials at their request to explain school optionsand finance (e.g., Community Schools, School Districts, & EducationalService Center personnel); * Serves as liaison to Attorney General's office (e.g., provides evidencefor lawsuits brought on by various community schools or the State; serves asODE representative at trials; provides expert testimony at trials on behalf ofODE); * Analyzes and researches proposed legislation and related changes tocommunity school funding. Minimum Qualifications: Completion of graduate core program in public or business administration, accounting, finance or related field; 18 months experience or 18 months training in financial administration. * Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 months experience or 30 months training in financial administration. * Or 54 months experience or 54 months training financial administration. * Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
