We are seeking an Operations & Policy Analyst 4 to join the Health In Education (HiE) organization at the Oregon Department of Education. This role is hybrid, mostly remote and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

What You Will Do!

The School Community Health Strategist is responsible for management coordination and project management activities to ensure successful implementation of health related efforts within ODE and across schools and districts in Oregon. This includes strategic planning, data and policy analysis and stewardship of organization and business change processes necessary to ensure the implementation of cohesive and meaningful health efforts and actions in Oregon's education system. This position serves a senior staff person to the Oregon

Department of Education, collaborates with other staff across the health in education unit, and works with ODE leadership, other administrative offices, the Governor's office, and external partners/agencies, communities, and others on agency planning, coordination and development of policy development, implementation, evaluation, administrative rules, legislation, and other new and ongoing programs and projects.

In this role, you'll communicate expectations and create plans, policies, and protocols that improve health and education outcomes. You will be the connector between the Oregon Department of Education (ODE), schools and districts, other state agencies, and community partners in efforts to ensure that schools are healthy places for students and staff. Typical duties include:

  • You will collaborate, support, and facilitate diverse cross-agency and cross-office work groups focused on defining and aligning ODE's health in education work across offices.

  • You will create, review, and update project plans for system change initiatives; communicate successes and barriers; design and implement solutions to barriers

  • You will coordinate and write bill analysis, and answer questions from stakeholders, the public, and legislative leaders.

  • You will collaborate, support and lead efforts to strengthen health in education settings, including representing ODE on as local and statewide advisory bodies.

Minimum Qualifications (Need to Have):

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.

  • Ability to thoughtfully develop and execute comprehensive collaborative work plans and deliverable across organizations.

  • Advanced knowledge and lived or professional experience with governmental public health systems and working knowledge of population health, workforce diversity and operational metrics.

  • Knowledge of Oregon's P-20 education policy and operational context.

  • Strong facilitation, problem solving and coaching skills, with the ability to provide consultation and/or technical assistance.

  • Ability to and experience in presenting complex information to multiple types of audiences including workgroups, management teams, formal committees, stakeholder groups, and governing bodies.

  • Demonstrated ability to exercise good judgment, to interpret complex policies or procedures, and to effectively communicate these to a select audience.

  • Demonstrated lived and/or working experience building and stewarding positive relationships with diverse community groups through strong informal leadership and management skills..

  • Demonstrated ability to develop and present policy and program recommendations to management for approval and implementation.

  • Salary Range: The range listed is the non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
