Harrison Township School District has an opening for a School Business Administrator/Board Secretary. This is a full-time, tenure track position to begin on or about August 15, 2024. Successful candidate will serve as general accountant for the Board of Education in this PreK-6 school district, will be responsible for the administration of all phases of the school district budget throughout the year, and will assume responsibility for the audit of all claims and invoices for the Board of Education.

Qualifications: Standard School Business Administrator Certification and have demonstrated experience as a School Business Administrator. Previous applicants need not apply.

Experience in budget preparation and administration, and understanding of statutory and code requirements related to school budgeting. Understanding of the principles and practices of financial accounting and reporting procedures consistent with statute, code, and GAAP requirements. Knowledge of statutory requirements and accepted practices in school districts related to insurance, purchasing, transportation, food services, school plant operations and facility planning. Demonstrate organizational, communication, and inter-personal skills. Successful experience in human resource management and understanding of statutory requirements related to public employment and collective bargaining.

Reports to: Superintendent of Schools

Supervises: All custodial, maintenance, and transportation personnel, as well as business office staff.

Mission: To supervise, manage, and coordinate the business affairs of the district efficiently and effectively to ensure that educational support services help to achieve the educational goals of the district with the

available financial resources.

Performance Responsibilities:

1.Assist the Superintendent in the preparation of the annual school budget and be responsible for the administration of all phases of the budget throughout the year.

2.Serve as the official purchasing agent of the Board, and be responsible for establishing procedures for the acquisition of supplies and equipment for the district in accordance with law and Board policies.

3.Supervise custodial, maintenance, and transportation services. Ensure that all local, state, and federal standards for the health and safety of students and staff are maintained and that required reports are maintained.

4.Be responsible for the efficient operation of the district's food services program; ensure that procedures are in accordance with law and regulations.

5.Administer the district's insurance/risk management program.

6.Is responsible for the safe, efficient operation of the student transportation program; ensure proper maintenance of district-owned buses; review routes; and handle the business aspect of contracted transportation

services.

7.Assist the Superintendent in projection of facility needs and oversee all construction programs. Help develop educational standards for sites, buildings, and equipment; prepare cost data; and cooperate with architect and construction supervisor during construction program.

8.Act as the agent of the Board in site acquisitions and sale/lease of property and be responsible for scheduling the use of school buildings and grounds by authorized groups in accordance with Board policies.

9.Oversee the preparation of the district payroll and ensure proper maintenance of records related to auditing requirements, tax laws, and employee benefits.



  1. Be responsible for investment of Board funds in accordance with Board policy.

  2. Assist the Superintendent and the Board in developing and updating policies for all aspects of the school business operation.

  3. Safeguard and maintain all records and papers of the Board, and devise a system of acceptable recording and filing to guarantee the safety of availability of all reports, minutes of meetings, contracts, communications


and publications, and such other documents as the Board may place in the Secretary's custody.



  1. Attend all Board meetings.

  2. Record all proceedings of Board meetings and assist in handling correspondence of the Board.

  3. Perform al duties related to school elections as required by law.

  4. Preside at the annual reorganization meeting of the Board until such time as a President is elected.

  5. Administer the Oath of Office to the newly-elected Board members.

  6. Serve as general accountant of the Board, and keep correct and detailed accounts of all financial transactions as prescribed by statute and approved Board policy. Provide the Board with written reports on the same.

  7. Assume responsibility for audit of all claims, invoices, and demands against the Board, present them for approval, and report them to the treasurer of school monies.

  8. Report to the Board at each regular meeting the amounts appropriated, expended, and transferred in or out of an item, for each item of appropriation show on the prescribed budget form.

  9. Report to the Board once each month the amount of appropriations and the cash receipts for each account, and the amounts of orders or contractually obligations incurred and chargeable against each account


since the previous report.



  1. Certify to the Board each month that no budget line item has been overextended.

  2. Collect tuition fees and other monies due to the Board not payable directly to the treasurer of school monies, and report such funds to the treasurer.

  3. Report to the Commissioner by October 31, the amount of interest-bearing school debts of the municipality and the district with rates of interest, dates when bonds and other evidence of indebtedness were issued, and the


due date.



  1. Provide the Board with a detained end-of-year fiscal report in the manner and form prescribed by the Commissioner, and file a copy with the County Superintendent before August 1.

  2. Perform such other duties as are prescribed by law and as may be directed by the Superintendent.
