JOB GOAL: To administer the District's financial operation, management information systems and administrative support systems efficiently and effectively so as to provide the best possible educational services with the resources available.

COLLABORATES WITH: Town's Finance Office Personnel

REPORTS TO: Superintendent of Schools

TERMS OF EMPLOYMENT: Twelve-month year.

EVALUATION: Performance of this job will be evaluated annually by the Superintendent.

PERFORMANCE RESPONSIBILITIES:

1.Responsible for working collaboratively with Town Finance Office as it relates to all financial accounting systems including financial forecasting and reporting, budget preparation, cash flow reporting, invoicing, accounts payable and receivable, payroll, bank reconciliations, year-end financial reports, local, Federal and State reports (including UCOA), data surveys, and auditing.
2.Maintains internal auditing controls of all school accounts and financial procedures and acts as the budget control officer.
3.Coordinates the preparation of and oversees the annual operating and Capital Improvement Program budgets of the District.
4.Works collaboratively with the Rhode Island Department of Education.
5.Annually prepares and monitors, in coordination with the Facilities Director, R.I. Department of Education Housing Aid forms and as needed Necessity of Construction Application, consistent with cash flow analysis in the Capital Reserve School Improvement Fund.
6.Functions as the District's liaison with all local Town, regional, State, Federal, private funding, and financial oversight authorities.
7.Responsible for reconciling cash.
8.Provides all required statistical data for the preparation of the budget, strategic long-range planning and decision making.
9.Prepares and submits a monthly financial statement to the School Committee through the Superintendent of Schools.
10.Prepares financial and statistical reports as required by state, federal and local agencies.
11.Initiates applications and/or activities considered necessary for securing State/Federal financial aid, including Impact Aid, and grants and distribution of surplus property.
12.Assumes responsibility for the entire procurement cycle, including the bid process, in accordance with existing procurement local, state, and federal procedures and policies.
13.Administers the District's insurance and asset protection programs.
14.Administers the non-public textbook program through East Bay Educational Collaborative.
15.Conducts ongoing preparation for annual audits and reviews final drafts of findings with auditing firm.
16.Participates in the labor contract negotiations, analyzes proposals, and prepares fiscal impact statements.
17.Maintains and administers all personnel data reports and benefits administration including medical, dental and life insurance, pension, disability and workers' compensation and record keeping of sick leave and absences.
18.Collaborates with the Director of Facilities to ensure smooth operation of the school plant.
19.Administers, through the Food Service Management Company, the cafeteria services and school lunch program.
20.Supervises data processing systems, in collaboration with the Town finance office, to provide management information as required for budget forecast and long-range planning.
21.Plans, organizes and controls the overall activities of electronic data processing, including system analysis, programming, and computer operation activities as related to the District's business operations.
22.Oversees the district's record retention requirements and state reporting.
23.Attends monthly school committee meetings, budget meetings, budget workshops and other meetings as requested by the Superintendent of Schools.
24.Oversees Benefit Clerks, Position Control, Personnel Changes, and compliance with FMLA/LOA/Title IX/Staff 504 regulations in collaboration with the Town.
25.Manages onboarding and offboarding procedures in collaboration with the Town finance office as well as overseeing unemployment, workers' compensation, and job postings.
26.Performs other work as required by the Superintendent of Schools.
