Position Purpose:

The Counselor is a licensed mental health professional who exercises discretion and independent judgment to provide appropriate information, coaching, training, and education concerning military-connected children to service members and or child-development center or school staff.

  • Direct non-clinical services to children and adolescents ages 2-18 are also provided by the CYB Counselor.

  • Reaches out to families with children to conduct non-medical needs assessments and provides supportive, non-medical counseling services to families/parents, such as parenting and child development education (ages 0-18), suggestions for behavioral interventions, non-medical counseling, recommendations for referrals and other services as appropriate, etc.

  • Provides age appropriate activities-based programs to young children and adolescents on topics such as identifying feelings, problem solving, bullying, conflict resolution, self-esteem, coping with deployment and reunification, sibling/parental relationships, anger and time management, separation from parent(s), divorce, health and wellness/self care, etc.

  • Facilitates psycho-educational discussion groups for older children and adolescents.

  • Provides consultations, trainings and educational presentations/workshops for parents, school staff, child-care professionals, and other community groups on topics such as child development, behavior management, burnout and self-care, effects of deployment and reunification on children and youth, recognizing behavioral indicators of stress in children and youth, etc., including the following activities:

  • Provides feedback on outreach efforts and tracks services performed and referrals made.

  • Advises on behavioral and psychotherapeutic training and education programs and materials requested by military personnel and commanders.

  • Completes and submits all required documentation.

  • Evenings and weekends required.

  • Other duties as assigned.

The Counselor provides face-to-face non-clinical problem solving counseling to families and makes appropriate referrals and warm transfers to military and community resources according to the needs of military-connected children, families and service members.

Education/Experience:

Master's Degree in clinically relevant field from accredited university required.

License/Certification:

Possess and maintain a full license to practice independently at the Master's or Doctorate level as a Clinical Social Worker, Marriage Family Therapist or Psychologist without restrictions or supervision (i.e. LCSW, LISW, MFT, LPC, etc.) Some assignments may require a full license to practice independently in the state where the assignment is located.

VIEW JOBS 4/1/2020 12:00:00 AM 2020-06-30T00:00 Position Summary: Under the direction of the Associate Director of Operations, the Certified Substance Abuse Counselor (CSUC) is responsible for providing individual and group substance abuse counseling with the clients and families we serve. The Substance Abuse Counselor performs thorough alcohol and other drugs assessments of incoming clients. The Substance Abuse Counselor serves as a role model for substance abuse competency for other staff to emulate. Maintain confidentiality at all levels. Essential Functions of the Job: * Under the supervision of the Program Manager, the Substance Abuse Counselor provides group and individual substance abuse and mental health counseling to individuals with a co-occurring disorder or at risk. Service must be delivered in a gender and culturally appropriate fashion. Counseling will be provided in a fashion consistent with State of California laws and regulations, professional standards of care, agency guidelines, and professional ethical guidelines. * Conducts thorough alcohol and other drugs assessments of incoming clients. * Performs crisis intervention as needed. * Assesses and identifies client's needs for supportive services on an ongoing basis. * Acts as a resource, assists in obtaining, and/or makes appropriate referrals for necessary or requested services. * Facilitates group substance abuse counseling sessions and leads specialized educational classes; collaborates with other service team members and other appropriate individuals on clients' status; within scope of responsibility and expertise, provides guidance and instruction to other staff members regarding appropriate treatments for clients. * Requests assistance and guidance from Associate Director of Behavioral Health and professional staff when necessary to address client issues and problems. * Establishes and maintains contact with community resources to ensure continuity of care (e.g., case managers, rehabilitation and detoxification centers, psychiatric units). * Timely professional maintenance of records and documentation, including progress notes, treatment plans and ongoing evaluation of client progress, consistent with agency expectations and ethical standards. Care Coordination/Program Support * Participates in weekly Treatment Team meetings with Psychiatrist, Clinicians and Case Managers. * Knows the terms, conditions and scopes of work of Full Service Partnership contract. * Ensures, through monthly monitoring, adequate progress toward contract goals and objectives. * Maintain, update, and implement policies and procedures for the Full Service Partnership program. * Conducts quality improvement and evaluation activities for Full Service Partnership program. * Receives weekly individual supervision. * Timely and accurate completion of monthly and quarterly narrative and statistical reports. * Participate in monthly staff meetings. * Promotion and implementation of client activities, educational presentations, and special events. * Represent San Ysidro Health to other organizations and community groups. Network with other SYHealth programs and Behavioral Health/Substance Abuse service providers. Additional Duties and Responsibilities * Performs other duties as assigned. Job Requirements: Education Required (Minimum level of education): High School Diploma and one (1) year of professional experience providing direct services for alcohol and drug programs. Certifications/Licenses Required: Current valid CADC, CAADAC, or CAS, etc. issued by the state of California. Valid driver's license and access to insured vehicle required. Experience Required (Minimum level of experience): combination of education and years of experience as specified above. Sensitivity to LGBT-related cultural concerns and the psychotherapeutic issues concomitant to HIV disease. Previous HIV field experience a plus. Experience in group facilitation and educational instruction. Verbal and Written Skills Required to Perform the Job: Bilingual English/Spanish required, with excellent oral and written communication skills. Communicate clearly and concisely, both orally and in writing. Technical Knowledge and Skills Required to Perform the Job: Rehabilitation and Recovery treatment modalities. Integrated Treatment and Care for individuals with co-occurring disorders. Demonstrate ability to be culturally sensitive and appropriate in working with minority communities. Demonstrate respect for diversity. Knowledge of HIV/AIDS and its physical, psychological & emotional effects on individuals and family units. Knowledge of health and social issues people with HIV/AIDS. Exercise tact, objectivity, sensitivity, strategy and sound judgment in dealing with a variety of people with a variety of co-occurring disorders. Organize, set priorities and exercise sound independent judgment within areas of responsibility. Establish and maintain effective working relationships with clients, family members, other professional staff and the public.
