Job Description:A Scheduler Level III is needed for an existing project in Annapolis Junction, MD.Clearance Requirements TS/SCI, CI polygraphDuties, Tasks, and Responsibilities
  • Is responsible for designing, developing, and maintaining detailed resource-loaded schedules for implementation, developmental and operational systems.
  • Works with developmental and operational teams to develop detailed schedules and assists in keeping these schedules current.
  • Uses or recommends automated tools such as MS Project, Primavera or program mandated software.
  • Develops and or modifies project schedules and or the integration of multiple project schedules into an overall Master Program Schedule.
  • Maintains the overall Master Program /Project Schedule.
  • Links project schedules with the overarching program, Investment Portfolio, functional area and/or other Integrated Master Plans (IMPs).
  • Provides hands-on development of layered schedules and IMPs that address how an acquisition project is progressing and how that project contributes to overarching requirements and objectives.
  • Maintains status on linkages and dependencies with related projects.
Required Demonstrated Experience
  • Assist with maintaining and developing the environment for the overall Master Program/Project Schedule and or the integration of multiple project schedules into an overall Master Program Schedule.
  • Assist with defining and implementing schedule software (MS Project, Primavera, or specific program mandated software, etc.) management processes and procedures.
  • Implement schedule version control processes, policies and procedures.
  • Maintain the schedule product build, staging, testing, deployment and integration.
  • Define and implement schedule configuration management processes and procedures; such as creating product build scripts and procedures, and integrate those scripts with the schedule build process.
  • Develop schedule version control processes, policies and procedures and ensured that they were followed on development or operational schedule development and implementation projects.
  • Facilitate weekly meetings
  • Provide recommendations to the program manager for allocation of management reserve to address resource/schedule constraints
  • Coordinate a cross-walk of milestones and interdependencies among projects and/or functional areas (engineering, manufacturing, test, quality control, etc.)
Required Qualifications
  • Twelve (12) years experience in programs and contracts of similar scope, type and complexity within the Federal Government.
  • Bachelors degree in a technical or business discipline from an accredited college or university is required.
  • Shall have two (2) years of demonstrated experience managing a schedule for an engineering program involving hardware and software development and multiple sub-components using MS Project or Primavera.
  • Shall have successfully completed an advanced level MS Project or Primavera course and have demonstrated experience with MS Project and or Primavera.
  • Certification in either theAssociation for the Advancement of Cost Engineering (AACE) and or Planning and Scheduling Professional (PSP) is required.
  • A Masters degree may be substituted for two (2) years of experience, reducing the requirement to ten (10) years of experience.
  • Four (4) years of additional scheduling experience may be substituted for a bachelors degree.

VIEW JOBS 12/2/2022 12:00:00 AM 2023-03-02T00:00 <span><span><strong>Clearance Requirement- A</strong></span></span><strong><span><span>ctive TS/SCI with CI polygraph</span></span>Job Description:</strong>Kenjya-Trusant is seeking a Program Integrator- Level III to provide support on a government contract in the Annapolis Junction, MD area.  <strong>Duties, Tasks, and Responsibilities:</strong><ul><li style="padding: 0; margin: 0;">Assist individual program managers, initiative leads, and Program Executive Office leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. </li><li style="padding: 0; margin: 0;">Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative. </li><li style="padding: 0; margin: 0;">Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports. </li><li style="padding: 0; margin: 0;">Draft acquisition and program documents such as Technical Task Orders (TTOs), Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies. </li><li style="padding: 0; margin: 0;">Prepare presentations to report analysis findings as well as program/portfolio status.</li></ul><strong>Required Capabilities:</strong><ul><li style="padding: 0; margin: 0;">Provide financial and summary reports on the program elements to GPMs at the program level and assist with the allocation and tracking of resources; recommend funding adjustments as appropriate (contract staffing, facilities, and budgets).</li><li style="padding: 0; margin: 0;">Assist program managers in developing program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies), creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams.</li><li style="padding: 0; margin: 0;">Provide support to GPMs to assure execution within the cost, schedule, and performance baselines. Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPM with planning, documenting, executing, and reporting of all program details (e.g., spend plans), for both current year (FY) and out-years (FYDP).</li><li style="padding: 0; margin: 0;">Attend contract reviews to assist GPMs in conducting cost estimating and monitoring of program/initiative outcomes.</li><li style="padding: 0; margin: 0;">Advise in the production and tailoring of NSA financial execution reports and program acquisition documentation and ensure affordable, supportable and effective program requirements are specified to meet mission needs.</li><li style="padding: 0; margin: 0;">Provide assistance in analyzing, tracking, and reporting program unfunded requirements in accordance with PEO policies and processes.</li><li style="padding: 0; margin: 0;">Prepare point papers, briefing charts, spreadsheets and other materials to assist in the Government in program decision-making.</li><li style="padding: 0; margin: 0;">Perform data analysis using MS Excel with pivot tables, slicers, and pivot charts to present data clearly and effectively.</li><li style="padding: 0; margin: 0;">Create reports to support program management function to include:<ul><li style="padding: 0; margin: 0;">a. Bi-Weekly execution reports by program to show funding execution across a program inclusive of budget center, appropriation and source of funding including point solutions & external funding) – how much money does a program have and how is the GPM doing on spending it?</li><li style="padding: 0; margin: 0;">b. Bi-Weekly cost estimating reports by program to show the consolidated burn rate across all contracts that support a program and latest projection for amount of funding required to get through the fiscal year</li><li style="padding: 0; margin: 0;">c. Bi-Weekly combined overview of total budget available vs. total projected costs for remainder of fiscal year (i.e., is there a projected overrun or underrun based on program cost estimates?)</li><li style="padding: 0; margin: 0;">d. BiWeekly report on any areas of concern – e.g., late receipt of external funds, slow execution against certain appropriations</li><li style="padding: 0; margin: 0;">e. Bi-Weekly contracts report by program to track current contract funding run outs (i.e., when will contractor be at risk of work stoppage), current contract periods of performance, planned award dates, burn rate analyses, contractor CDRL deliverables</li><li style="padding: 0; margin: 0;">f. Bi-Weekly Staffing report for LOE contracts, by program, illustrating current and projected staffing, as well as highlighting any areas of concern. Include historic staffing numbers, show positions remaining to be staffed (and their status specifying any delays in filling positions), and show projected staffing for remainder of period of performance. Include attrition metrics.</li><li style="padding: 0; margin: 0;">g. For programs that are going through contract actions and/or ARB baselining, document readiness schedule listing all contract documents required and the status of each against the baseline schedule for completion. (e.g. TTOs, SOWs, CDRL packages, Technical CICA memos, Acquisition Strategies, etc.)</li></ul></li><li style="padding: 0px; margin: 0px;">Assist GPM and initiative leads with resource planning and tracking</li><li style="padding: 0px; margin: 0px;">Prepare and support delivery of presentations to assist with program and initiative status reviews.</li></ul><strong>Qualifications:</strong><ul><li style="padding: 0; margin: 0;">Twelve (12) years of demonstrated combined experience in DoD program management, contract management, and/or financial management, and a Bachelor’s Degree with a business focus or technical focus is required. In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted. Familiarity with Plan-It is preferred. In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.
