JOB FAMILY SUMMARY PURPOSE:

Under the general supervision of the Manager of Distribution Scheduling, is responsible for the scheduling of EPE and contractor line crews, Company equipment and sub-contractors in accordance with EPE's date management strategy. This includes long-term scheduling which requires the ability to create and utilize reports to allow for the accommodation and consideration of material deliveries and availabilities. The Scheduler must also have a solid understanding of how construction and effort is tied to budgetary needs and constraints.

KEY JOB RESPONSIBILITIES:

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate with or without a reasonable accommodation that the essential functions of the job can be performed.

EDUCATION:

  • Bachelor's Degree from an accredited college or university in an engineering field; or an equivalent combination of related education, training and experience.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

  • Related experience in distribution systems, distribution design, or transmission design.

  • Knowledge of electrical distribution systems, construction equipment, materials, crew requirements and construction practices used by El Paso Electric Company.

  • Adept to scheduling tools including but not limited to CGI Workforce and Microsoft Project

  • Competent in report creation and usage, specifically as related to material availability and deliveries.

  • Knowledge of interfaces and workflows pertaining to requests for service, design, construction, tracking and data capture involved with electrical facilities.

  • Knowledge of distribution design in the ARM Work Management System.

  • Knowledge of bid processes and procedures for subcontractors.

  • Knowledge of the FERC Accounting System and general plant accounting and their relationship to the distribution system.

  • Knowledge of the Scheduling tool in the ARM Work Management system utilized to schedule all work.

  • Knowledge of the Company's engineering operations and procedures, Company policies and procedures, and applicable electrical and safety codes and standards.

  • Ability to operate personal computer and various software applications.

  • Ability to organize, coordinate and schedule projects.

  • Ability to forecast manpower requirements.

  • Ability to work calmly under stressful conditions.

  • Effective verbal and written communication skills.

  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.

ESSENTIAL JOB RESPONSIBILITES:

  • Schedules EPE distribution crews, contractor line crews and distribution line equipment with the ARM scheduling tool, Workforce.

  • Schedules structural subcontractors and hole diggers with the ARM scheduling tool.

  • Coordinates with Supply Chain Management on material requisition for work orders and kitting of material on the hitch-and-go trailers. This includes working with reports to determine material needs for future projects.

  • Conducts weekly Gatekeeper meetings for assigned DOC to coordinate work order scheduling with a 3-week view as well as discussion of material, fleet, ROW/permitting, etc. issues that may arise.

  • Create a long-term schedule to be able to establish resource and material needs within appropriate budgetary considerations.

  • Work with the Performance Improvement department to create and update reports to assist the team in appropriate scheduling and communication of efforts, including but not limited to , expected construction dates, material availability and needs, and expected budget impacts based on workloads.

  • Coordinates with outside entities such as TX DOT, City of El Paso, etc. to obtain permitting needed for construction.

  • In conjunction with the EPE design engineer and EPE construction supervisor, helps to coordinate project timelines with customers.

  • Defines, implements, and provides feedback on performance measures.

  • Oversees and helps to coordinate the activities of Distribution Field Coordinators.

  • Ensures accurate billing by contractors and documents variances as necessary.

  • Maintains constant awareness of manpower/equipment needs and availability.

  • Determines and provides timeline for construction of all line extensions; maintains a work- load profile.

  • Advises Crew Supervisors, Design Supervisors, and Designers of work-load status and availability of resources.

  • Monitors budgets and expenses of assigned jobs and ensures accurate reporting.

  • Participant on the emergency duty roster.

  • Coordinates the notification to other utilities prior to construction, through Blue Stake or equivalent.

  • Valid driver's license and in compliance with the Company's Driving Program policy.

  • Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures, and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations

  • Perform other related tasks that are not included but are within the context of the duties defined.

WORK ENVIRONMENT:

  • The incumbents in this classification are subject to both inside and outside environmental conditions and temperature changes of extreme cold weather (below 32 degrees for periods of more than one hour) and extreme hot weather (temperatures above 100 degrees for periods of more than one hour); and are exposed to loud noises, vibration, hazards, atmospheric conditions and oils.

  • May work non-standard hours.
