The Position The Portland Water Bureau is hiring a SCADA/IS Systems Manager in the Operations Group.
This position assumes full management responsibility for the bureau's SCADA and vertical information systems and personnel including the overall design, management and evaluation of information systems, directs the development and administration of policies and procedures for contract administration, maintenance, security and related matters.
The SCADA/IS Manager participates in the development of goals, objectives, policies and priorities for the implementation of appropriate systems; prepares and presents strategic plans to the Operations Director while ensuring consistency with City (Bureau of Technical Services) plans and policies.
The following job duties are typical for this position: SCADA Oversees and performs administration and technical support functions for Supervisory Control And Data Acquisition (SCADA) system as it relates to large utility or complex operations.
Has familiarity with PLC, RTU and HMI programming.
Has the ability to interpret control and P & ID drawings and review associated scope of work needed to specify and complete associated projects Participates in design review of extensions, upgrades, and expansions of existing system.
Security Assesses and mitigates system security risks; determines and analyzes security requirements for implementation and testing.
Develops, implements, and monitors appropriate security procedures to safeguard the SCADA/network infrastructure from physical harm, threats, unauthorized access and potential data loss.
Designs and implements data protection, retention, and disaster recovery procedures.
Network Oversees installations, configuration, and testing of new or upgraded hardware and software to ensure uniformity, performance, reliability, and security.
Familiar with network planning, design and engineering principles, practices, terminology, trends and usage.
Ensures quick response to system issues, has ability to optimize resources, as well as perform risk/benefit analysis.
Database Administration Assists in the planning and future development of database requirements.
Proactively recommends improvements to systems and processes.
Oversees preparation, maintenance, and implementation of the procedures for disaster recovery with backup, archive, and recovery processes, database documentation, standards and policies.
LIMS Has general knowledge of LIMS application.
Able to assist Lab analysts with more complex tasks, perform backend troubleshooting.
Knowledge of physical, biological, microbiological, chemical, and/or ecological sciences related to drinking water quality.

Plan, organize, manage and direct a variety of complex program functions and activities to program/project goals, objectives, timelines and deliverables over a multi-year period.
Analyze difficult and complex program, administrative, operational and organizational objectives and issues, evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations.
Collect, evaluate and interpret appropriate and applicable data, either in statistical or narrative form.
Establish and maintain effective working relationships with bureau managers and staff, staff of other bureaus, representatives of other agencies, the public and others encountered in the course of work.
Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in public or business administration or a closely related field; and at least five years of progressively responsible program development, implementation and administration experience; or an equivalent combination of training and experience.
Experience in a public agency is preferred.

It does this through services that are consistent with its Congressional Charter and the Fundamental Principles of the International Red Cross and Red Crescent Movement. The American Red Cross is the foremost volunteer emergency service organization in the United States with more than 590 chapters nationwide. We are currently seeking a Senior Disaster Program Manager for our Portland, ME office. Job Summary: Senior Disaster Program Manager is responsible for the implementation of the disaster services program in Maine, and for disaster response in Southern ME, Cumberland and York Counties. The territory is based on the regional configuration. Leads a team of local Disaster Program Managers responsible for the implementation of disaster preparedness, response, and recovery programs in the local area. Plans, directs, and implements department, service or program overall strategic goals and objectives. Ensures the development of Disaster Leadership Volunteers in each of the program support functional areas of the disaster cycle in order to meet the needs of the territory, region, state and division. This position operates as a part of the Disaster Management Cycle processes. It is responsible for local preparation, response and recovery management as well as management of government partnerships with assigned territory. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. The Sr. Disaster Program Manager performs these functions according to the guidance provided by the Regional Disaster and Program Officer; team leadership is provided by the RDPO. This position reports directly to the RDPO; and may have a dotted line to Community Exec (s) in the territory they cover. This position may have dotted line supervision to program support functions within the Region and/or may also serve as a program support function lead within the Region. This position works closely with, is supported by and receives technical guidance from program support functions at the regional level. There are no direct reports, but has functional supervision on team projects. Responsibilities: 1. Act in a facilitative leader role across the disaster cycle: the Red Cross will align with government and work to enable the entire community to participate in all phases of the disaster cycle by shifting from being not only a provider of direct services but also a facilitative leader. 2. Within scope of position, represents the entire disaster function of preparedness, response and recovery. 3. Hires, trains, coaches, counsels and evaluates performance of direct reports and volunteers. 4. Ensures that American Red Cross services are available to diverse communities. 5. Executes a comprehensive district response when required. Serves during times of disaster as the operational leadership for the region for any scale of disaster; Participates in a leadership role on larger operations regionally, division or nationwide. 6. Mobilizes the local community to prepare for, respond to and recover from emergencies. Meets the needs and expectations of clients and stakeholders. Develops human and material resources (volunteers, partners, community agencies, shelter and vendor agreements etc.) to ensure the full cycle of disaster services is delivered. 7. Manages local responses by the deployment volunteers on a daily basis in a rapid and accessible manner. Serves during times of disaster as the operational leadership for the territory/local level; Participates in a leadership role on larger operations regionally, division or nationwide 8. Leads and manages a primarily volunteer team responsible for the implementation of disaster preparedness, response, and recovery programs in the local area. Ensures interface with community leaders, corporations, businesses and government agencies. Qualifications: Education: Bachelor's degree or equivalent combination of education and experience. Experience: Minimum of 5-7 years experience with social services or service/program delivery, and providing leadership to a department, program or service. Demonstrated experience in coordinating staff and volunteer activities. Ability to interpret program trends, results, and related data to formulate recommendations. Ability to manage multiple priorities with strong skills in planning and problem-solving. Ability to relate well and effectively with diverse groups and individuals.
