This position will provide project management services for Instrumentation and Control (I&C) / Supervisory Control and Data Acquisition (SCADA) system implementation projects in the drinking water and wastewater industry.
The primary focus of the position will be for management of Jacobs' design-build (DB) and design-build-operate (DBO) projects, where I&C/SCADA delivery is self-performed by Jacobs staff. Projects are typically for drinking water and wastewater treatment facilities in the Western United States. On these projects, material procurement, configuration and control system software functional testing are handled by Jacobs' I&C staff, while instrument and control panel installation are handled by electrical and/or mechanical subcontractors.
Responsibilities during the design phase include estimating implementation cost and providing constructability reviews, defining final delivery scope and cost for DB contracting (typically at the 30% or 60% design completion), planning the implementation approach, assembling and managing the project team, and managing the delivery to meet the requirements for scope, schedule, and budget.
Major activities during implementation typically include material procurement, coordination with Jacobs' construction and Operation and Maintenance teams, completion of the detailed design for control panels based on the engineering design concepts, oversight of the subcontractor installations, management and execution of the control system delivery including PLC/HMI software and configuration of the network and computer equipment, operator training, and assembly of record documentation. Work will require management of staff in multiple Jacobs' office and/or project locations.

10-15 years of direct project management experience delivering instrumentation and control system implementation projects with values over $3 million.
Experience with typical project management tools including schedules, risk registers, and logs for change management
PMI Project Management Professional (PMP) certification
Bachelor's Degree in Environmental, Electrical, Chemical or Mechanical Engineering
Active professional engineering (PE) license
5-15 years of instrumentation and control design experience
Basic understanding of Process and Instrumentation Diagrams (P&IDs)
Experience with the following:
o Allen-Bradley ControlLogix & CompactLogix Programmable Logic Controllers
o Rockwell FactoryTalk, Wonderware System Platform, and/or Wonderware Intouch HMI systems
o Implementation of control system Ethernet networks, including fiber optic and CAT-6 cabling systems
o Instrument calibration and commissioning
o Control panel design and fabrication
o Design-build project implementation
o Work in the drinking water and/or wastewater industries
o Working for a control system integrator
o Managing team members in multiple remote locations
