Provide Engineering and Analytical support: Plan, define, implement, and provide operational management of global communications systems for effective and flexible global SATCOM support using automated information and communications systems in networks to improve command and control.
Apply an integrated systems approach to assist with properly developing, implementing, testing, planning, and managing SATCOM. Assist with strategic management aspects of the responsibilities executed by USSTRATCOM/J66 Space & Missile C4 Division. Support on-orbit and future SATCOM systems and Satellite System Experts. In addition, assist with the day-to-day operational management of DoD-owned and leased SATCOM resources to provide authorized users with global SATCOM support as operations and evolving requirements dictate.
Provide SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources. Provide network apportionment planning and allocation process for all SATCOM spectrums, including planning and evaluating network definitions on the Milstar Communications Planning Tool-Integrated and Mission Planning Element (MPE), Joint MILSATCOM Network Integrated JMINI), Consolidated Network Planning Software (CNPS), Joint SATCOM Management and Planning System (JSMPS), and Joint Integrated SATCOM Tool (JIST). The contractor personnel shall also assist with scheduled upgrades.
Support the development of SATCOM policies and procedures, apportionment plans, constellation deployment plans, satellite positioning and/or repositioning plans, and satellite disposal plans. Support Government implementation processes including appropriate coordination with designated subordinate and lateral organizations.
Support USSTRATCOM participation in the Joint Requirements Oversight Council,
Functional Capabilities Board (FCB), Military Communications Electronics Board, and other requirements related operational forums.
Update and assist with the management of Satellite Communications (SATCOM) Database (SDB) inputs and other communications planning systems.
Support monthly Joint SATCOM Panel (JSP) meetings with Joint Staff/J-6; and The annual joint conference for review and revalidation of all current and future SATCOM requirements contained in the SDB for planning purposes.
Five (5) years of demonstrated relevant experience in and with all of the SATCOM related communications and computer systems specified below.
One (1) FTE, personnel shall possess demonstrated relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference task.

While performing the duties of this job, the employee will regularly sit, walk, stand and climb stairs and steps. May require walking long distance from parking to work station.
Occasionally, movement that requires twisting at the neck and/or trunk more than the average person, squatting/ stooping/kneeling, reaching above the head, and forward motion will be required. The employee will continuously be required to repeat the same hand, arm, or finger motion many times. Manual and finger dexterity are essential to this position.
Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments.
Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
