Nature of Work

The Sanitation Superintendent provides a variety of supervisory, administrative, semi-skilled, work direction, and technical advice to the sanitation personnel. One of their primary functions is the supervision and management of the field ofoperations of the City's collection and disposal of solid waste from residential and commercial customers. Work responsibilities may extend to the acting Sanitation Division Manager in their absence. Work is performed under the general direction of the Sanitation Division Manager.

Essential Functions of Work

Day-to-day management of Sanitation Division staff, processes,equipment and facilities: (30%)

  • Supervise, lead, plan, direct, and coordinate daily workflow of Sanitation employees involved in daily operations of the City's collection and disposal of solid waste from residential and commercial customers.

  • Supports management in the carrying out of rules, regulations, policies and contracts

  • Develops, executes, and monitors work plans, programs, goals and objectives to achieve the department's mission and assigned priorities

  • Keeps Sanitation Division Manager apprised of overall operations within their span of control including, but not limited to contacts with the public, contractors, interactions with other departments and staff's performance on regular basis.

  • Manages, trains, supervises, mentors, coaches and evaluates employee performance.

  • Conducts annual performance reviews of staff in consultation with Division Manager.

  • Assists in resolving conflict and concerns with staff.

  • Plans, assigns, directs, and mentors staff responsible for residential and commercial solid waste collection and disposal.

  • Provides or coordinates staff training; monitors workflow; and meets with staff to identify and resolve problems.

  • Ensures that tools, equipment and vehicles are safely operated, maintained, and secured when not in use; schedules service, repair, and replacement of tools and equipment.

  • Provides guidance and direction of work flow while ensuring the city's policy, procedures, Collective Bargaining Agreements and safety standards are followed.

Administrative and performance management of Sanitation Division operation, maintenance, and capital planning: (30%)

  • Is heavily involved in strategic planning, budgeting and project management of city assets

  • Markets and promotes sanitation services; evaluates services and recommends improvements.

  • Verifies information from Finance for residential and commercial accounts.

  • Reads, interprets, and applies a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.

  • Assists in development of required skills and safety training and is responsible for performing lessons and evaluation of maintenance staff. This includes New Employee Training and New Equipment Training

Education and Experience

  • High school diploma or equivalent.

  • Five years of experience in solid waste collection and disposal.

  • Welding experience to repair, fabricate and modify metal containers is preferred.

  • Previous supervision or management experience is desired.

NECESSARY SPECIAL QUALIFICATIONS

  • Possession of a valid Class B Montana Commercial Driver's License with airbrake endorsement.

  • Forklift certification.

Requirements of Work

  • Extensive knowledge of equipment, procedures and practices of refuse collection and disposal.

  • Flexibility to work early mornings, holidays, weekends or additional hours as needed. Will be required to fill in when necessary.

  • Knowledgeable of computer applications, including but not limited to, Microsoft Office, Excel, Cartegraph and Logos New World.

  • Ability to plan, assign and direct the work of other employees.

  • Ability to maintain legible, accurate written records and develop and prepare reports.

SUPERVISORY RESPONSIBILITIES

This position supervises and provides technical guidance and work review for the Sanitation Division staff. May act as the Sanitation Division Manager in their absence.

WORK ENVIRONMENT

Work is performed in both office and outdoor environments. While performing the duties of this job, the employee frequently works outside and is exposed to cold, heat, noise, dust, vibration, confining workspace, chemicals, explosive materials, mechanical hazards and electrical hazards.

PHYSICAL DEMANDS

Ability to perform heavy physical work and to lift and carry up to 100 pounds; the ability to stand, walk, sit, bend, twist, reach, push, pull, ride and perform similar body movements; the possession of hand/eye coordination sufficient to operate a personal computer, hand tools, motorized equipment and a motor vehicle; the ability to talkand hear in person, by telephone or two-way radio; and the ability to see and read instructions and reports.to lift and carry up to 100 pounds at one time; stand, walk, sit, bend, twist, reach, climb, push, pull, grasp, ride and perform similar body movements. Must possess hand/eye coordination sufficient to operate power and hand tools, motorized construction and maintenance equipment and a motor vehicle; the ability to talkand hear in person, by telephone or two-way radio; and the ability to see and read instructions and reports.

EXPECTED HOURS OF WORK

The work schedule is a 40-hour work week, Sunday through Saturday. The 40-hour work schedule generally consists of Monday through Friday, 6 a.m. to 3 p.m. to include some evenings, weekends, holidays and emergency calls. Work is typically performed Monday through Friday. The employee must be available for on-call work. This position is exempt and not eligible for overtime.

TRAVEL

Travel is primarily local during the business day and includes transportation of materials to the landfill. Occasional travel may be required to attend off-site training and educational opportunities.
