Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a valid Louisiana Sanitarian's license issued by the Louisiana State Board of Examiners for Sanitarians plus three years of professional level Sanitarian experience.

SUBSTITUTIONS:

A master's degree in public health, food science, dairy science, environmental or sanitary science, or one of the physical or biological sciences will substitute for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:

Must possess and maintain a valid Louisiana driver's license and be able to drive a vehicle to perform duties.

Positions in the Molluscan Shellfish program require that applicants complete the Louisiana Boating Education program and be certified by the Department of Wildlife and Fisheries.

Job Concepts

FUNCTION OF WORK:

To serve as a Sanitarian Parish Manager/Supervisor responsible for the implementation of public health and environmental programs.

OR

To serve as a Program Specialist for consumer protection programs within a regional office or headquarters office.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

General from a Sanitarian of a higher level.

SUPERVISION EXERCISED:

1.As a Parish Supervisor, direct line over lower level Sanitarians.

2.As a Program Specialist, may provide functional supervision over lower level Sanitarians.

  • Agency hierarchy and reporting relationship will be considered when making allocations at this level.

Department of Health and Hospitals, Office of Public Health.

JOB DISTINCTIONS:

Differs from Sanitarian 3 by the presence of responsibility for the supervision and implementation of program(s) in a functional unit, regional office, or headquarters office.

Differs from Sanitarian 5 by the absence of supervising subordinate staff of Sanitarians and acting as Parish Manager/Supervisor in a heavily populated parish; or by the absence of responsibility for the management and implementation of public health environmental and consumer protection programs for a functional unit, regional office, or headquarters office.

AS A PARISH SUPERVISOR

Supervises highly diversified sanitarian programs such as retail food, institutions, community and individual sewage disposal, public and private water supplies within a parish.

Supervises or conducts on-site inspections of existing sewage systems for private and public lending institutions.

Organizes workload including planning, scheduling, setting priorities, etc. for a functional unit or geographical area.

Prepares and compiles facility and establishment inspection reports and evaluates outcomes of inspections and investigations and initiates appropriate follow up actions or sanctions to achieve compliance.

Implements and monitors program goals and objectives.

Supervises personnel and determines staffing requirements.

Evaluates laboratory test result data, compiles data reports, and initiates appropriate follow-up actions.

Conducts emergency response activities associated with natural and man- made disasters.

Performs related work as assigned, including scheduling training activities for new personnel.

AS A PROGRAM SPECIALIST

Plans, schedules, and performs comprehensive and complex surveys, audits, inspections or investigations of establishments and facilities.

Receives and accepts applications from manufacturers, processors, packers, or wholesalers of foods, milk & dairy products, commercial seafood, drugs and cosmetics, or tanning facilities for permit and/or registration and recommends issuance based upon results of facility inspection and other criteria.

Meets with and serves as consultant to parish, state, and federal government agencies, trade associations and civic groups for the purpose of promoting and explaining requirements of state and federal laws and regulations.

Issues Notices of Violations and regulatory letters to permitted facilities or individuals found to be in violation of the Louisiana State Sanitary Code, State or Federal laws and regulations which pose a threat to the health and safety of the public.

Conducts conferences with property and establishment owners pertaining to violations of the State Sanitary Code, State Food, Drug and Cosmetic Laws and regulations as well as local municipal or federal ordinances. Initiates subsequent enforcement actions to achieve compliance.

Serves as expert witness at hearings, enforcement proceedings and court cases.

Plans, organizes and schedules the collection and submission of official samples for laboratory analysis.
