Job Summary:

The City of Greeley is seeking a Sales Tax Technician to join the Sales Tax Administration Division in the Finance Department. The Sales Tax Technician reports directly to the Revenue & Business License Manager, and is responsible for prioritizing all sales tax operations, including processing tax information, assisting taxpayers with compliance and remittance of taxes owed to the city, compiling information for monthly sales tax reports, conducting analytical reviews, assigning priorities and work assignments for the sales tax office, processing sales and use tax receipts, assessments, and miscellaneous license applications, and assisting business owners in understanding and complying with City Tax Codes. They collaborate closely with internal departments, external agencies, and taxpayers to ensure accurate reporting and adherence to tax laws and regulations.

Experience, Knowledge, Skills:

Minimum Requirements

  • High school diploma or equivalent.

  • Valid driver's license with a safe driving record in order to drive for the City.

  • Two (2) plus years of experience in clerical accounting, finance, or tax administration.

  • Two (2) plus years of customer service experience.

  • Data entry skills including the use of a 10-key calculator, by touch.

  • Intermediate proficiency in Excel for creating spreadsheets

  • A combination of related education, on-the-job work experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

Preferred

  • Associate or bachelor's degree in accounting, finance, business administration, or a related field.

  • Bilingual in Spanish preferred.

  • Two (2) years of experience in billing, collections, licensing, or a related field preferred.

  • Demonstrated experience in research, mathematical computations, and applying basic accounting principles related to accounts payable & accounts receivable.

  • Two (2) years working in a municipal finance department or government agency.

  • Basic understanding of sales tax laws and regulations.

  • Basic experience working with sales tax software or ERP systems.

  • Familiarity with local tax ordinances and regulations.

  • Knowledge of sales/use tax audit procedures, general accounting practices, and billing/collection processes.

  • Proficiency in modern office practices, methods, and procedures, including the use of Microsoft Office Suite (Word, Excel, Access, PowerPoint), data entry (including 10-key touch), and spreadsheet development (Excel).

  • Strong analytical, organizational, and time management skills with a high level of accuracy and attention to detail.

  • Knowledge of the business and organizational structure of Colorado municipalities.

  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.

  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.

Essential Functions:

  • General ledger accounting. Completes end of month sales/use tax reconciliation, posting and account balancing, and business license payments.

  • Verifies and examines monthly, quarterly, and yearly sales tax forms for mathematical accuracy. Notifies taxpayers of under or overpayments.

  • Reviews refund requests to verify account credits and request refunds from accounts to taxpayer.

  • Verifies that Evans payments are in system, requests payment sent to the City of Evans for their share of sales tax.

  • Downloads bank transactions and compares/reconciles online payments to bank statements.

  • Generates sales tax and business licenses, and ad-hoc revenue reports.

  • Reviews applications received, verifies information, updates existing accounts, creates new accounts, activates accounts created online, adds tax types, and issues a business license according to policies and procedures.

  • Answers general questions from the public, in-person and over the phone; explains City code and procedures. Explains how to use our online sales tax portal. Sometimes walks the taxpayer through the online process.

  • Maintains monthly ledgers and logs for sales/use/lodging tax payments received.

  • Assists Sales Tax Manager with month-end reports.

  • Opens mail & sends out certified mail, mails applications to non-registered businesses.

  • Responds to sales tax emails.

  • Communication: Checks on Home Occupation Permit statuses. Checks status of a local business if compliant to issues business license and activate sales tax account. Verifies contractors pulling permits in their department are a registered business with the City.

  • Informs and educates taxpayers on City of Greeley sales/use/lodging tax & municipal code questions & issues.

  • Handles sensitive issues relating to failure to file and delinquent sales/use/lodging tax inquires on a case-by-case basis.

  • Creates and manages ad-hoc reporting requests.

  • Navigates & completes duties/functions as delegated by management on a case-by-case basis.

  • Handles ad-hoc reporting requests as needed.

  • Answers phones, filing, and entering data.

  • Resolves intermediate taxpayer problems related to online sale/use/lodging tax filing issues.

  • Follow rules, guidelines, code, and procedure to assist taxpayers to file with the City correctly.

  • May be able to manage sensitive issues relating to failure to file and delinquent sales/use tax inquiries, able contact supervisor as needed.

Supervisory Responsibilities: None.

Travel: A minimum of 10% travel may be required for this position.

Work Environment and Physical Requirements:

  • Frequent contact with employees and the public in person and on the telephone.

  • Manual dexterity enough to accurately input, retrieve and verify work assignments
