Job Summary

Under general supervision, this position is responsible for supervising, planning, and coordinating all sales tax related functions.

  • Educates taxpayers on pertinent tax laws and requirements; responds to related inquiries.

  • Supervises sales tax auditing and support employees; conducts and oversees hiring, scheduling, employee feedback, performance reviews, staff training and development, discipline/termination, and employee recognition processes for assigned staff.

  • Participates in the ongoing management of the sales tax collection program to achieve goals using available resources; develops and implements goals, objectives, policies, procedures, and priorities for sales tax functions.

  • Supervises the audit function; conducts sales and use tax investigations and audits of taxpayers to ensure compliance with the Town's sales and use tax code.

  • Collaborates and confers with taxpayers before and after audit; explains audit procedures to taxpayers being audited; reviews and evaluates taxpayer accounting records; prepares detailed audit reports to document and substantiate audit procedures/findings; prepares detailed reports and recommendations; monitors previously audited taxpayers for continued compliance with Town ordinances.

  • Assists with and/or performs complex audits; develops, implements, and updates sales tax and construction use tax auditing standards and procedures.

  • Develops, revises, and recommends changes as necessary to applicable codes, regulations, policies, ordinances, and procedures; makes interpretations and/or recommendations regarding the application of the tax code including penalty and interest waiver procedures; coordinates interdepartmental aspects of and guides implementations of adjustments and changes to applicable ordinances, processes, and procedures.

  • Implements awareness programs to educate the local business community and the public regarding the tax code by various methods including preparing a variety of brochures and educational material for distribution, making on-going formal presentation to groups, conducting tax classes, and providing information/assistance to customers.

  • Explains the legal provisions, regulations and procedures required for business licensing, sales tax collection, and use tax payments; pursues advance collection issues according to law and due process; works with staff to resolve tax issues, delinquencies, and enforcement activities.

  • Researches, compiles, and reports on statistical information regarding Town sales tax revenue and results of enforcement and audit work.

  • Assists in projecting sales tax revenue for the annual budget and long-term financial planning; assists in developing the annual divisional budget; monitors compliance with the established budget.

  • Investigates and explain sales and use tax revenue anomalies; reviews sales and use tax detail periodically for accuracy and communicates required adjustments and corrections to sales tax or accounting staff.

  • Represents the Town of Parker at organizations such as CGFOA, CML, CTAC, and the Sales Tax Simplification Taskforce to provide feedback, report deliberations and implement changes to Sales Tax code, policy and procedures.

  • Performs other related duties as assigned.

Minimum Qualifications

Minimum Qualifications

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.

Requires a bachelor's degree in Accounting, Finance, Business, Public Administration, or a related field, supplemented by three (3) years of progressively responsible experience in professional financial auditing, sales tax auditing, or tax administration with one (1) year of supervisory experience.

Certified Public Accountant certification (C.P.A.) is preferred.

Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

  • Knowledge of Town ordinances, state statutes, regulations, policies, and procedures relating to sale and use tax.

  • Knowledge of internal control procedures.

  • Skill in the training and supervision of personnel.

  • Skill in the use of computers and various software programs.

  • Skill in verbal and written communication.

  • Ability to establish and maintain effective working relationships.

  • Ability to be bonded.

Tools & Equipment

Requires frequent use of general office equipment, computer, computer software, and an automobile.

Physical Demands

Requires regular sitting, standing, walking, talking, handling, feeling or operating objects, stooping, kneeling, crouching, or crawling. Requires occasionally reaching with hands and arms, climbing and balancing. Requires minimal, occasional physical activity with light lifting, up to twenty (20) pounds. Requires close and distance vision acuity and the ability to adjust focus, allowing a broad field of vision. Employee must communicate clearly and effectively; must understand and be understood.

Environment

Work is frequently performed in a climate-controlled office environment. The noise level in this environment is usually quiet to moderate.

Hiring Salary Range: $89,217.00 - $109,291.00

Full Salary Range: $89,217.00 - $129,365.00
