Job Description: The Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA) Engagements Directorate (SAF/IAN) facilitates international counterpart engagement coordination and preparation for Department of the Air Force (DAF), United States Air Force (USAF), and United States Space Force (USSF) senior leaders, and manages all foreign air and space attaché affairs and engagements. The Foreign Liaison Division (SAF/IANF) is the point of contact for foreign air and space attachés representing their governments and accredited to conduct official business with the Department of the Air Force. This position assists the Foreign Liaison Division to manage and implement the USAF Counterpart Visit Program and provide Air Attaché administrative support.
Responsibilities:
- Assisting in developing and implementing the USAF foreign liaison program for 170+ senior military diplomats from over 100 nations
- Planning and execute Secretary of the Air Force (SECAF) and Chief of Staff (CSAF) of the Air Force counterpart visits (CPVs) and air chief symposia while ensuring international protocols are observed at all events
- Developing business cases for use of Official Representational Funds (ORF) in accordance with governing regulations
- Preparing, reviewing, and editing correspondence and policy recommendations for the USAF Vice Chief of Staff of the Air Force (VCSAF), Assistant Vice Chief of Staff of the Air Force (CVA), Chief Master Sergeant of the Air Force (CMSAF)
- Overseeing all aspects of assigned Air Force senior leadership office calls and receptions for international partners
- Synchronizing Air Force senior leadership foreign engagement strategies with the US Department of State, USAF MAJCOMs, Geographic Combatant Commands (GCCs), Office of the Secretary of Defense (OSD), Joint Chiefs of Staff (JCS), and sister services
- Arranging for accreditation of foreign attachés and perform recurring administrative updates to keep the attaché corps equipped to accomplish their missions
- Assisting the DC Air Attaché Association with their events as requested, including administering the AAA website
- Assisting in preparing meetings and escorting high-level US government and international personnel during international engagements
- Providing input to USAF Security Cooperation Enterprise stakeholders including the US Department of State, GCCs, USAF MAJCOMs, OSD, JCS, and sister services for action and response to Partner Nation Government/Ministry of Defense and Air Force requests
- Preparing briefings, presentations, and discussion material
Requirements
- Bachelor’s Degree with a desired emphasis in an International Affairs curriculum. SECRET Security Clearance.
- A minimum of five (5) years’ experience with demonstrated effectiveness and success as a HAF staff action officer in either a military, civilian, or contractor role.
- Knowledge and general understanding of USAF roles and missions.
- Knowledge and understanding of military culture and protocol
- Experience implementing security cooperation, international affairs, security assistance, foreign military sales (FMS) to include policies, processes, and legislation.
- Knowledge and understanding of SAF/IA’s role in the US government and international security cooperation community, and the organizations with which SAF/IA works.
- Thorough understanding of:
- DODI 1315.20, Military Department Foreign Area Officer Programs
- CJCSI 3126.01, Language and Regional Expertise Planning
- AFPD 16-1, International Affairs
- AFI 16-109, International Affairs Specialist Program; and
- USAF Global Partnership Strategy
- Strong written and verbal communication skills
- Ability to confidently interact with senior DAF, USAF and USSF officials, foreign officers, and staff at foreign embassies
- Experience planning conference and travel events
- Expertise in Microsoft Office and SharePoint
