TARGET ENTRY SALARY: $68,449 - $75,294 DOQ

Under limited direction, the Safety & Training Coordinator monitors, coordinates, and oversees the department's safety, training, and occupational health program. Evaluates safety protocols on various job sites, develops job safety analyses, and reports issues to management. Develops and recommends procedural changes and provides communication in emergencies. Oversees the department's compliance with regulations and requirements, continuing education to maintain licensing and certification, training to support progression planning, and apprenticeship programs.

This recruitment is for the Public Utilities Department.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops, reviews, and implements processes and policy documents for adherence with federal and state regulations; research, reviews, and communicates regulations that could affect the department or its customers.

  • Establishes and enforces requirements and policies to ensure minimization and elimination of human injury, property, vehicle accidents, liability, and productivity losses caused by harmful contact incidents through the design and implementation of effective policies, programs, and practices; evaluates, assesses, and alters safety procedures and policies for the benefit of employees and contractors.

  • Administers an inspections program along with associated safety and hazard deficiencies program; visits job sites to conduct safety audits on personnel, equipment, and materials; tracks safety metrics, interprets and applies findings; evaluates product designs for safety; supports field staff in health and safety endeavors, including Job Safety Analysis (JSA) and Standard Operating Procedures (SOP).

  • Conducts incident investigations, root-cause analysis, follow up, and closure of action items; leverages safety learning and education across organization to improve standards.

  • Ensures compliance with all applicable Federal, State, and Local safety related codes (including OSHA), laws, rules, regulations, and standards; monitors work environment and the use of safety equipment; identifies areas of concerns, addresses deviations and violations, and promotes safety standards; participates in safety and loss control programs.

  • Coordinates and/or conducts new employee and contractor safety orientations, worker safety training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment; serves on various internal department and external health and safety committees and boards to serve the interest of the department; provides insight and direction and communicates changes and critical information to department.

  • Responsible for the development, coordination, presentation, and evaluation of training, team building, employee development, and the department's employee orientation programs; contracts training as needed; reports issues to management.

  • Coordinates all department training to include apprenticeship and OJT programs, VA apprenticeship program, licensing and certification programs, safety training program, heavy equipment operator program, continuing education (CEUs) and professional licensing and certification, commercial driver license program, new equipment training program, leadership development program, and FEMA emergency response individual training programs.

  • Ensures all requirements for CEUs are completed department wide; tracks all training on Neo-Gov Learn; collects employee's signed acknowledgements.

  • Develops and maintains records, safety and training manuals, handbooks, personnel orientation aides, course outlines, and other employee development materials; develops annual safety and training plans; assists in the development and maintenance of emergency response plans; prepares safety and training budgets.

  • Performs other duties as assigned.

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

Public Utilities:

CHST< OSHA 30-Hour Training for the Construction Industry, and HazWoper Certifications are preferred and is required to be completed within one (1) year of hire date. Licenses or certifications in water and wastewater is preferred.

Education and Experience:

Bachelor's Degree in Environmental Health and Safety, Industrial Hygiene, Business Administration, Public Administration, Education, Engineering or closely related field AND three (3) years of professional level experience as a Health and Safety Manager or Trainer; OR an equivalent combination of education, training, and experience may be considered.

Knowledge of - 

  • Safety protocols for assigned department

  • Biological and chemical hazards, methods, and safety precaution techniques

  • Operation, maintenance, and administration of department assigned

  • Practices, tools, and equipment used in installation, service, and repair

  • OSHA and DEP standards

  • Hazardous Communications (HazCom) and Global Harmonized System (GHS) standards

  • Exposure control planning

  • Confined Space standards

  • PPE, industrial safety equipment, and industrial hazard mitigation

  • Standard office software applications such as word processing, spreadsheets, e-mail, presentation programs, internet access, and risk management software applications

Skill in - 

  • Developing, coordinating, conducting, and evaluating various trainings and comprehensive safety programs

  • Establishing and maintaining effective relationships

  • Dealing tactfully with the public

  • Resolving stressful and difficult situations

  • Maintaining and analyzing statistical and factual reports, exercise sound judgement, and determine appropriate action

  • Expressing ideas clearly and concisely, verbally and in writing

  • Conducting in-depth investigations of accident and loss circumstances and responsibilities and to write special studies and reports

  • Operating a computer with general proficiency
