JOB SUMMARY: The safety specialist interacts with all Lewis employees engaged in all facets of vegetation management. The Safety Specialist coaches and counsels employees to ensure 100% compliance with company practices and procedures and to further the company's total safety culture.

SUPERVISORY RESPONSIBILITY: None

ESSENTIAL DUTIES:

  • Conducts on-site field visits with Lewis field workers and safety team.

  • Conducts and coordinates within operations team worker training in safety regulations, hazardous conditions, and company policies.

  • Monitors the safe operations of vegetation management practices, company vehicles and equipment.

  • Assists with Total Safety Culture events, CPR/First Aid instruction, defensive driving instruction and any safety-related training.

  • Assists with safety on boarding of new field employees.

  • Assists with incident investigations and analyses.

  • Assists leadership teams with training initiatives.

  • Assists in authoring written weekly and monthly safety documents.

  • Participates on safety conference calls within operating divisions/areas of coverage.

  • Attends safety related meetings and conference calls sponsored by our customers.

ADDITIONAL DUTIES:

  • Attends conferences to advance industry knowledge and obtain required CEUs.

  • Travel as assigned.

  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Associate's degree in a related field or other recognized safety credentials such as CUSP, CTSP, or ISA Arborist.

  • Five years of line clearance experience.

  • Obtain Certified Tree Care Safety Professional credential.

  • Driver's License is required (CDL is preferred). Must be familiar with large vehicle regulations.

TECHNOLOGY, EQUIPMENT & TOOLS:

  • Proficient with standard office equipment i.e. computer, phones, scanner, fax and copier.

  • Proficient presentation skills; effectively present to large audiences in conjunction with translators.

  • Proficient with Microsoft Office Suite; Excel, PowerPoint, Word, Outlook.

  • Smart phone and tablet knowledge.

  • Experience with digital cameras and projectors.

  • Competent in the care and use of utility line clearance tree tools such as Saws (Chain and hand) pruners, hanger poles, ropes and rigging tools, saddles, full body harnesses, aerial lifts, chippers, and all applicable personal protective equipment.

KNOWLEDGE, SKILLS & ABILITIES:

  • Proficient knowledge of safe work practices for line clearance tree work.

  • Proficient knowledge of LTS Safety and Training Manual.

  • Proficient knowledge of regulations; OSHA 1910.269 and ANSI Z133

  • Ability to coach and counsel field workers by providing both positive and negative feedback.

  • Aware of the company's methodology for a total safety culture.

  • Possess effective written and verbal communication skills. Bi-lingual in English/Spanish preferred.

  • Proficient presentation skills.

  • Ability to train new and experienced employees.

The Specialist supports business plan objectives as they apply to the Phillips 66 Midstream organization. This role is responsible for managing the overall Health and Safety program for their designated areas of responsibility. This position will support the Midstream Organizations Gulf Coast Region. This position will have an office located in Houston, TX or Sweeny, TX depending on the candidate and will support various locations. Responsibilities may include: * Health and Safety policies * Managing all aspects of health and safety training for assigned assets * Coordinating incident reporting, investigation, and documentation with corrective action tracking and oversight through use of the incident reporting system * Managing auditing requirements and supporting operations during internal/external auditing as needed. * Ensuring corrective action plans are developed, documented, and coordinated * Developing and fostering a strong safety culture with front line employees, site supervisors and site management * Supporting and ensuring compliance with the Phillips 66 Contractor Safety Program * Supporting project managers in the coordination of Management of Change and Process Hazard Analysis activities as required * Serving as point of contact for OSHA VPP Star review/recertification, auditing, and reporting where applicable * Collecting and maintaining Health and Safety KPI's for internal/external reporting and management reviews * Managing the assets emergency response capabilities by responding to support incidents and participating in drills and training Qualifications Basic/Required: * Legally authorized to work in the job posting country * Bachelor's degree * Able to maintain a valid driver's license * 3 or more years of experience with applicable Federal, State and Local rules and regulations as they apply to Occupational Safety and Health * Willingness to travel to field sites or headquarters up to 30% of the time * Must be willing and able to perform the following: * Climb various ladders and stairs up to 100ft. in height * Lift and transport articles weighing up to 50 lbs. * Walk, stand, stoop, sit, climb and carry material on even and uneven terrain * Work outside in all weather conditions * Drive a vehicle * Wear and use a respirator * Willing and able to obtain a Transportation Worker Identification Card (TWIC); information can be found at https://www.tsa.gov/for-industry/twic Preferred: * ASP/CSP Certification * Bachelor's degree in a safety-related field * API Tank Entry Supervisor (TES) Certification * Experience with Emergency Response – including Incident Command, Crisis Management and HAZWOPER * 3 or more years of experience in the oil and gas industry * 1 or more years of experience with Midstream (pipelines and terminals) equipment, facilities, etc. * Experience implementing/maintaining OSHA VPP Star status or OSHA VPP SGE * Strong computer skills, including Microsoft Office PowerPoint, Excel, and Word * Working knowledge of SAP software * Root Cause Analysis (Think Reliability/Cause Mapping) facilitation for investigation and corrective action planning Competencies At Phillips 66, while "what" we do may be very different from person to person, there's a "how" that connects all of us.
