DESCRIPTION

The Safety Officer is responsible for developing, implementing, and maintaining Occupational Safety and Health Programs for City employees, maintaining a safe working environment, monitoring compliance with applicable safety laws and regulations, and creating a culture of safety. This position leads injury management and investigations identifies root causes and assesses safety guidelines and policies. The Safety Officer will plan and conduct facility hazard analyses and safety inspections, follow up on identified safety issues, administer specialized safety training sessions, and drive accountability.

As a Safety Officer, every day is an adventure dedicated to ensuring the safety and well-being of our City. From responding to emergencies as they arise to promoting a culture of safety, this role is all about collaboration, communication, and adaptability.

Morning: Kickstart your day by reviewing incident reports from various City departments, identifying trends, and conducting inspections to spot potential hazards. Dive into safety training sessions for employees, covering topics from workplace ergonomics to emergency preparedness.

Midday:Update safety policies, consult with stakeholders, and meet with department heads to discuss safety concerns. Provide guidance and support to employees on safety-related matters, ensuring everyone feels empowered to prioritize safety in their daily tasks.

Afternoon:Conduct audits across departments to ensure compliance with regulations and standards. Collaborate with emergency management teams to develop and refine response plans for various scenarios, keeping our community prepared for anything.

EXAMPLES OF ESSENTIAL DUTIES

Essential Functions:

  • Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.

  • Develop and sustain a culture of safety driven by safety values; develop a vision and create safety-related objectives, metrics, and goals; communicate and collaborate about safety and health throughout the organization; actively seek out new information and trends to continuously improve workplace safety.

  • Collaborates with management to develop, prepare, and implement safety policies and procedures.

  • Responsible for work injury management, including workers' compensation and return-to-work programs.

  • Investigate incidents and near-misses, lead root cause analysis.

  • Gather appropriate safety data and trends to create safety reports, primarily in Excel.

  • Create, design, and present engaging safety data presentations.

  • Ensure all employees comply with TOSHA/OSHA requirements.

  • Review annual OSHA 300, 300A, and 301s; ensure required online e-reporting and 300A postings.

  • Manage job-related and TOSHA-required safety training for all employees, including Learning Management System (LMS) administration of creating training, assigning, and completion tracking.

  • Conduct ongoing reviews of operations and processes to assess and document hazards, risks, and control measures that can be implemented to reduce risks, including all costs involved in implementing such measures.

  • Create, monitor, and manage essential, required safety training for all employees.

  • Perform regular site visits to City facilities; conduct building hazard, chemical inventory, and Safety Data Sheet inspections to prepare for formal inspections; site visits can also consist of "Safety Walks" (safety monitoring) or learning opportunities.

  • Manage and resolve internal safety concerns.

  • Develop City-wide emergency response plans, including planning and conducting emergency drills.

  • Lead Safety Committee and At-fault Vehicle Accident Committees; prepare and gather reports, create agenda with speakers, and arrange logistics.

  • Identify cost-saving opportunities.

  • Create engaging employee outreach opportunities, e.g., training sessions, lunch and learns, and health fair contributions.

  • Maintain positive relationships with leadership, employees, and vendors.

  • May perform other duties as assigned.

Physical Demands:

This position will require a balance of time spent between working in the field (40 - 50%) and in the office.

  • In the Field: duties to be performed at different City facility locations and parks. Will require complete control of all physical faculties and may include considerable walking over irregular ground, standing for long periods, lifting 20 pounds, climbing, bending, stooping, squatting, twisting, and reaching. Must be able to see/hear and recognize the difference between colors and sounds.

  • In the Office: duties performed in an office environment will include sedentary work with sustained computer and keyboard operations; performing some walking and standing.
