POSITION PURPOSEWorking with the West Coast EHS Manager and VP of Operations to successfully integrate EHS into the functional operation of the facilities by implementing processes, systems and procedures to prevent injuries to our associates and to facilitate and maintain regulatory compliance the facility(s). Partner and Work effectively with the corporate EHS community. Champion and develop in collaboration with Corporate EHS team and the operations leadership team, a "World Class" injury free safety culture. Lead, initiate and manage a philosophy of continuous improvement in environmental, health and safety areas. Limited overnight travel will be involved as well as presentations to internal and external clients. Strong 1926, 1910 & 1904 knowledge is preferred for this position with solid industry experience in facilities, manufacturing or distribution.


This role will have responsibility for EHS administration, injury case management, ergonomic injury prevention, technical safety advice, emergency response, behavioral safety process and site-wide safety training. Will be responsible for reviewing and updating existing facility EHS policies and procedures assuring their alignment with corporate and governmental regulations/policies and recommend changes as appropriate. Ensure facility compliance with all State, Local and Federal Regulations relating to EHS such as federal and state OSHA, DOT, EPA; Maintains positive relationships with Regulatory Agencies. Remain current in changing EHS regulations to actively advise the organization as to potential business impact.


  • Responsible for compliance in all aspects of the Health, Safety, Environment and Security regulations as well as process safety at the site

  • Leads and maintains an integrated management system based on "Responsible Care Management System" from Corporate EHS&S, incl. policies and procedures to ensure compliance with applicable law, regulations and guidelines

  • Ensures compliance with national and local EHS regulations

  • Ensures that the company personnel are adequately trained with respect to EHS matters

  • Establish EHS goals for the facility's and develop programs to achieve the goals

  • Reports on an annual/monthly basis key performance indicators

  • Coordinate internal audits as required to ensure the management system is being adequately followed on both sides

  • Leads communication on learning from internal and/or external incident investigations and ensure integration of the new learning

  • Leads Hazard Analysis initiatives

  • Provide local EHS leadership by partnering with operational business functions to enable efficient knowledge transfer of key skills to managers, supervisors and employees.

  • Analyze/trend observation data and spend a significant amount of time on the production floor to identify needed safety improvement projects


  • Bachelors Degree in an environmental or safety related discipline preferred but will also consider a combination of education and relevant work experience.

  • Prefer 5 year's minimum safety experience in a fast paced, dynamic environment as a dedicated safety professional.

  • Excellent written and verbal skills with the ability to articulate presentations to groups of all sizes and levels

  • Ability to establish and maintain partnerships cross functionally on all levels.

  • Ability to serve as a mentor and coach to others and ability to manage through others while influencing

  • Bilingual candidates preferred (Spanish)

  • Ability to be on-call

  • Track record of driving safety programs that achieved and demonstrated a record of safety achievement in past assignments. Strong influential leader with good instincts. Innovative and "out of the box" problem solving skills; adaptable and self-directed.

  • Ability to work a flexible schedule that may include nights and weekends

VIEW JOBS 4/15/2019 12:00:00 AM 2019-07-14T00:00 The Design EHS Program Manager is responsible for assisting in the management and implementation of Genentech's South San Francisco (SSF) Design & Construction (D&C) environment, health, and safety (EHS) programs for construction projects at the SSF and Dixon campuses. This position reports to the Principal Design EHS Manager, within D&C's Design Engineering & Construction Services (DECS) team. This position will ensure that EHS requirements, Genentech/Roche EHS directives, and applicable federal, state and local environmental, health and safety regulations are being appropriately incorporated into planning, design, and construction of capital projects. This position will also conduct periodic field evaluations and inspections of active construction projects to ensure compliance with these designs and programs. The D&C EHS programs utilize a system of risk assessments and other tools to identify and mitigate risks throughout the design and construction process in partnership with D&C project managers, DECS Subject Matter Experts (SMEs), architects, engineers, and general contractors. The Genentech South San Francisco site consists of a portfolio of 60+ buildings and 6M+ square feet of space serving over 10,000 employees involved in research and pharmaceutical product development, manufacturing process development, clinical and commercial product manufacturing and warehousing, site utilities supply and facilities maintenance, project engineering, and marketing/sales/general administration functions. Responsibilities: * The primary responsibility for the position will be supporting a portfolio of approximately ~20-30 projects at a time (mostly ranging in size from $50K to $10M each) by providing EHS technical advice and coordination, including design review, risk assessment, and guidance using a cloud-based risk assessment application based on EPA, Cal-OSHA, safety related standards, applicable Roche "K" directives, federal, state and local regulations, and Genentech SSF Site EHS programs. * The Design EHS Program Manager will conduct periodic field inspections throughout the course of design and construction to identify the need for unforeseen EHS controls and verification of identified design criteria and EHS requirements per the EHS checklist and design requirements. These field inspections will also support the D&C Field EHS program goals and requirements in support of the D&C Field EHS Construction Manager. * The Design EHS Program Manager will participate as an integral partner of each project's multi-disciplinary team of architects, engineers, and contractors, and this role will need to align, coordinate input from, and influence key site customers (gRED, Commercial, Pharmaceutical Technical Operations, SSF Production) and stakeholders (EHS, Facilities Operations & Maintenance, Plant Engineering, Security, Workplace Effectiveness) on project designs. A key function of the role will also be to align the many project designs to Roche/Genentech and site-specific standards, and to coordinate the scope of these many small projects in support of a comprehensive strategy to address EHS and business needs across the site. * The Design EHS Program Manager will assist the DECS team by participating in and occasionally leading the weekly Site Logistics Team meetings, collection and trending of D&C EHS metrics and Alliance Partner Key Performance Indicators (KPIs), planning for construction EHS support during site holiday shutdowns, and supporting project incident investigations and root cause analyses. * The Design EHS Program Manager will support the D&C Field EHS Construction Manager with review of project EHS submittals including but not limited to Job Hazard Analyses/Safe Work Plans, Storm Water Pollution Prevention Plans and Soil Erosion Control Plans, hazardous waste generation and disposal plans for project wastes, construction Methods of Procedure (MOP) for complex construction tasks, and site EHS permits (e.g., Crane Lifts, Confined Space Entry, Hot Work, etc.). * The Design EHS Program Manager will assist the D&C Field EHS Construction Manager with facilitation of the Project Safety Leadership Team (PSLT) meetings and field walks, and auditing Large Project (>$10M) contractor Pre-Task Plans. * The Design EHS Program Manager will assist the DECS team by participating in or leading cross-functional teams tasked with improving D&C EHS program effectiveness and efficiency, by developing EHS design guidance and standards, and by providing training to D&C and Alliance Partner team members. Job Qualifications: * Bachelor degree in a related engineering field (Safety, Environmental, Mechanical, Chemical, or Electrical) from an accredited university. * Minimum of five years of construction EHS experience are required, with experience directly related to the responsibilities specified in this job description, preferably in a research, pharmaceutical, or FDA-regulated environment. A Masters degree in a related engineering field may be substituted for some, but not all of this experience. * Robust familiarity and experience with relevant Federal, State and local regulatory requirements including, but not limited to, the California building, fire, mechanical and electrical codes, NFPA standards, ANSI standards, and Cal-OSHA, Cal-EPA, and BAAQMD regulations. Strong understanding of building construction activities, their associated EHS risks, and best practices in construction risk mitigation is essential. * Strengths must include effective project management and inter-personal skills to facilitate the work of cross-functional and interdepartmental teams, effective writing and oral presentation skills. * Must exhibit strong analytical, problem-solving, and influencing skills, and be able to work with limited direction and guidance. Must be able to multi-task and develop/implement solutions to a wide range of potentially difficult problems in a diverse organization. * Certification in one or more of the following areas is preferred: Certified Safety Professional, Construction Health & Safety Technician, Certified Environmental Auditor, Certified Environmental Professional, or Professional Engineer. * Experience working in a Lean and/or Six Sigma organization is preferred.
