The Position

Safety & Health Manager

Job Summary

JOB PURPOSE/OBJECTIVES:

  • Coordinate Safety and Health activities at IMERYS Norfolk. This position plays a key role in the success of the Company and is necessary to fulfill both our Company and legal obligations. Designated competent person for onsite Safety and Health;

  • Proactively develop and lead initiatives to spread and deepen the overall site safety culture;

  • Provide, encourage, and enforce safe systems of work. Department Managers retain hierarchical responsibility for Safety within their departments. The Health and Safety Manager provides the safety framework within which to work and has the responsibility to oversee that it is correctly applied;

  • The Health and Safety Manager facilitates and assists in Safety Management, while setting up and maintaining central administrative systems to support the safety management of others;

  • Lead person for the OHSAS 18001 Safety Management system and other tools for Safety Management;

  • Manage the external relations of the company for Safety (e.g. MSHA, OSHA, OHSAS 18001 audits); and

  • In the long-term, the S&H Manager role may grow to include coordinating Environmental activities at the plant. Initial focus will be 100% on Safety, with a view to driving improvements more quickly.

KEY RESULTS AREAS / PRINCIPAL RESPONSIBILITIES:

  • Safety Management systems kept up to date and audited;

  • Certification to OHSAS 18001 maintained;

  • Compliance issues actioned promptly;

  • Reporting on time;

  • Accident and Incident records accurate;

  • All site geographic areas audited for unsafe conditions: corrective action taken;

  • All site safe work practices audited: corrective action taken; and

  • External relations: OSHA; MSHA; OHSAS 18001 - well organized and managed in order to have a strong positive impact on the plant. OSHA/MSHA citations managed.

NATURE AND SCOPE OF ACTIVITIES:

  • Assist the Plant Manager in the general duties of Safety and Health Policy implementation;

  • Maintain an understanding of new and existing safety legislation, and approved codes of practice;

  • Lead projects to improve overall Health and Safety onsite within budget limitations;

  • Maintain the OHSAS 18001 management system, ensure that employees are trained in it, and it is used effectively. Its use should be audited periodically for suitability and compliance. Act as "Management Representative";

  • Plan and coordinate Safety Training program;

  • Periodically review the Safety Work Order system;

  • Periodically review and improve the various written safety programs (e.g. Lock-out; Confined Space etc.);

  • Responsible for maintaining the site Job Safety Analysis (JSA) system;

  • Review and maintain incident and accident reports, and provide coaching to others to do Root Cause Analyses where necessary;

  • Collate and report Safety statistics;

  • Reporting to external agencies such as MSHA and OSHA;

  • Chair the site Safety Committee - with Union representation;

  • Maintain the Site General Risk Assessment;

  • Participate in the IMERYS Safety Coordinators network while maintaining Safety Scorecard and Safety Incident register;

  • Lead the development of site's annual Safety Plan;

  • Communication to employees on Safety policies, programs, incidents, statistics, and best practices. Maintain and develop communication tools such as screens and safety boards;

  • Plan, assist, and participate in safety audits of employees and contractors to ensure safe working conditions and practices are being met, taking corrective action as appropriate;

  • Ensure the Change Management process applies appropriate weighting to safety considerations; and

  • Provide input into the Budget process for Safety matters.

KNOWLEDGE, SKILLS AND EXPERIENCES

  • Degree in a relevant discipline;

  • Close familiarity of either: (a) 29 CFR 1910 OSHA General Industry Regulations OR (b) 30 CFR MSHA, and the ability to quickly research and become site expert on other applicable codes;

  • Current working knowledge of OHSAS 18001 and a trained internal auditor OR the ability to rapidly gain familiarization with it and become trained;

  • 5+ years of prior experience as a responsible person for Safety management in a manufacturing or similar environment;

  • Experience in facilitating and improving a site safety culture; and

  • Proactive self-starter with the ability to communicate effectively both in writing and verbally to all levels of employees.

PHYSICAL DEMANDS

This position may require remaining in a seated position for long periods of time and the ability to pick, pinch, or otherwise work primarily with fingers to operate keyboard for computer work. This position requires the employee to frequently walk, bend, stoop, and have the ability to lift and / or move up to 25 pounds, and mostly works in an office or plant environment. This position is exposed to a cement and often dusty plant work environment and contact with our products. Based on the hazards of working in a plant/industrial environment, this position requires alertness and the ability to think rationally while working on multiple tasks. This position needs the ability to express or exchange ideas, and provide detailed and effective verbal instructions to managers, suppliers, contractors, coworkers, direct reports, and the public. While performing the duties of this job, the employee is regularly required to use hands to handle or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk or hear. The employee is required to stand, walk, sit, and climb or balance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
