The purpose of this position is to assist in coordinating, supporting, providing information and assistance to staff and insurance administrators; filing claims, maintaining risk management records, researching and compiling a variety of reports; performing special projects, providing complex technical and administrative support and general Safety, Health and Risk program assistance, and support of the City's continuous effort to prevent risk exposures.

Essential Duties and Responsibilities

  • Assists with after hour Standby program for post accidents, incidents, and drug screening compliance.

  • Coordinates the randomized drug screening schedule for safety sensitive positions, DOT compliance, and reasonable suspicions.

  • Provides administrative support for property and casualty insurance claims by filing, handling, processing, reconciling, reporting, and researching claims.

  • Reviews and analyzes citizen claims reports to include filing, investigation, management, and reporting.

  • Provides administrative support related to the Incident Review Board (IRB) process.

  • Assists with Safety Committee meeting preparation

  • Coordinates workers compensation treatments with approved occupational facilities for incident management.

  • Assists with the facilitation of safety orientation for new hires.

  • Assists with coordinating the annual audiometric hearing testing program.

  • Supports coordination of data, information, and statistical analysis for claims reviews, insurance management, and insurance renewals.

  • Coordinates Department of Labor (DOL) metrics for annualized reporting of quarterly, semiannual, and yearly compliance requirements.

  • Assists with data collection for fiscal reporting metrics for budgetary expenditures related to claims, incidents, safety compliance, and safety equipment and materials.

  • Reviews and analyzes motor vehicle reports (MVRs).

  • Assists with contractor and vendor approvals and reviews.

  • Assists with the OSHA Safety & Health Training Program.

  • Serves as a resource and advocate for co-workers concerning claim issues, incidental management, and risk assessments.

Job Specifications and Qualifications:

Knowledge:

  • Workers' Compensation management

  • U.S. Department of Transportation's (DOT) rule, 49 CFR Part 40, Drug & Alcohol Regulations

  • Insurance claims management practices and procedures

  • Experienced with computer technology and software programs (Microsoft Office)

  • Understanding of accounting principles and mathematical concepts.

  • Safety and risk management concepts, principals, and terminology

  • Accident and incident management

  • NC Workers' Compensation Act, Chapter 97

  • Occupational Safety and Health Administration (OSHA) Regulations and Standards

  • Americans with Disabilities Act (ADA)

  • Commercial Motor Vehicle Safety Act of 1986

  • U.S Department of Transportation's Federal Motor Carrier Safety Admin. Regulations

  • Federal Aviation Administration Regulations (FAA)

  • American National Standards Institute (ANSI)

  • National Fire Protection Association (NFPA) Codes and Standards

  • Health Insurance Portability and Accountability Act of 1996 (HIPAA)

Preferred Licensing and Certifications:

  • Manager of Environmental, Safety and Health (MESH) Certificate Program

  • BCSP Certifications Occupational Safety Health Technician (OHST) or Construction Safety Health Technician (CHST)

  • OSHA 30 Hour General Industry or Construction Certification

  • Certified Workers Compensation Professional (CWCP) Property and Casualty Insurance License Associates in Claims (AIC)

  • OSHA Trainer Course in Occupational Safety and Health Standards/General Industry/Construction

  • Accident investigation/Root cause analysis training

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, walking, hearing, talking, fine dexterity, handling, stooping, kneeling, crawling, crouching, reaching, pushing/pulling, lifting, vision.

  • Sedentary Work: Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time.

  • Incumbents may be subject to physical hazards, extreme temperature, noise and vibration.

Required Skills

  • Management of calls during after-hours, weekends, and holidays

  • Experience in insurance claims filing, investigating, managing, and reporting.

  • Effective time management to complete assignments and tasks for accuracy and compliance.

  • Ensure confidentiality and protection of sensitive information.

  • Understanding of accident investigation, incident management, and loss control.

  • Leadership skills for positive coaching, communication, and interactions with others.

  • Ethicalness in claims management and investigations.

  • Ability to work in an office environment and with a business casual dress code.

  • Occasionally work outdoors for safety assessments, investigations, and inspections.

  • Capable of organizing emails, information, and newsletters with clarity and conciseness.

  • Proficient with Microsoft Office Products (Word, Excel, PowerPoint)

  • Able to interpret and understand safety and health information.

  • Detailed oriented.

  • Capable of performing an accidental investigation to identify potential root causes.

Required Experience

Associate degree or in Occupational Safety and Health, Environmental, Insurance, Business or related field from an accredited college or university with at least three (3) years of relevant experience in safety, claims management, drug & alcohol testing, insurance, risk management, loss control, regulatory compliance, or training or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
