GENERAL SUMMARY:

The priority for the Environmental Safety and Technical Training Manager will be to create and promote the safety culture within the facility through the development, implementation and monitoring of programs and procedures to ensure overall plant and company safety. This includes ensuring compliance with all federal, state and local regulations developing and delivering safety and skills training to new and existing employees.

ESSENTIAL JOB FUNCTIONS:

  • Leads the planning, implementation and administration of safety programs to reduce or eliminate occupational incidents and injuries.

  • Serves as key member of plant leadership head to drive cultural change in the organization.

  • Develops talent within the facility, including direct reports, through mentoring, coaching and facilitation of development opportunities, provides performance metrics and feedback.

  • Secures appropriate outside resources to provide expertise and advice on issues that cannot be resolved with internal team.

  • Demonstrates a high visibility and positive attitude to establish an effective and responsible safety culture

  • Compiles, analyzes, interprets and reports statistical data related to safety and health issues.

  • Monitors information on regulations and requirements related to hazardous materials and agents and develops policies and programs to ensure regulatory compliance with all federal, state and local laws and guidelines, including OSHA and EPA.

  • Conducts incident and near miss investigations and evaluates information to identify significant hazards and loss trends. Identifies and recommends preventive measures and corrective actions.

  • Performs regular on-site reviews of operations/facilities: physical inspections of grounds, buildings, equipment and operations; identifies hazards and incidents of regulatory non-compliance, recommends corrective measures

  • Consults with all levels of the organization to identify/define training solutions to business needs and directly or through others develops appropriate courses and leads all safety and skills training initiatives for all departments and all levels of employees.

  • Supports 6S program.

  • Perform other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of environmental, health and safety program management, regulatory standards and statistical reporting.

  • Demonstrated experience in a fast-paced environment managing multiple priorities.

  • Demonstrated ability to drive performance in manufacturing processes and an understanding and utilization of manufacturing metrics.

  • Proficiency with Microsoft Office packages.

  • Excellent oral and written communication skills required, with the demonstrated ability to work with teams and provide training, both individually and conduct large group presentations.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Safety, Health and Environmental Sciences, Occupational Safety and Health, Industrial Hygiene, Risk Management, closely related area or equivalent combination of education and experience

  • Experience in a manufacturing environment

  • Experience in 6S/Lean implementation preferred

  • Certified Safety Professional (CSP) designation preferred or other certification in safety or health

  • Environmental safety experience required

  • Experience leading manufacturing operations teams in a supervisory or managerial capacity preferred

PHYSICAL REQUIREMENTS:

Ability to read reports and uses computers. Ability to communicate, write, type and operate office equipment. Ability to sit, stand, walk and exert over 35 pounds of force to move an object. Ability to work in an environment with exposure to noise, dust, chemicals and varying temperatures.

Monitors environmental compliance in the workplace, including hazardous waste management, air quality, waste water and storm water, special waste management, and toxic use and waste minimalization. Monitors potential health, safety, and environmental conditions of the workplace; identifies problems, recommends solutions, and ensures that the on-going safety and environmental systems are corrected to incorporate the changes. PRINCIPAL ACCOUNTABILITIES: * Participates in the development of Division-wide safety and environmental goals and objectives. Develops recommendations for improvement of safety procedures, practices and activities that support these goals and objectives. * Actively champions a safe mindset. Directs and tracks plant 6S initiatives. Champions and coordinates SafeStart program. Provides technical training on observing unsafe acts to management and supervision, and monitors the training effectiveness. Discusses complaints and suggestions received in writing relating to safety and environmental conditions with the affected supervision. * Develops and implements, through supervisors and managers, an effective safety performance tracking and measurement system. Collaborates on a scheduled basis with management/departments to interpret the results and effect the corrective actions. * Provides supervision and safety committees with safety procedures, manuals, directives and other required information relative to safety. Serves as internal facilitator in using these tools to achieve the desired safety goals and objectives. * Keeps abreast with technical developments, including OSHA, DEQ, and EPA related regulations that affect the safety and environmental considerations for operations. Incorporates updates into existing operations, where applicable. * Participates in the root cause analysis of all safety and environmental incidents. Responsible for effective operations record keeping and OSHA, DEQ, and EPA document compliance. Completes required regulatory reports and participates in audits and inspections. * Assists departments which generate waste by making waste disposal arrangements. Perform hazard waste determinations. Characterize and profile hazardous waste for disposal. * Develops in conjunction with local safety committees, and maintains an effective local publicity program. * Serves as a member/advisor of operations safety committee for special duties and surveys. * Consults with Engineering and Maintenance departments on all plans and specifications for new or proposed changes in process, equipment, or methods and reviews for compliance with safety and environmental standards before acceptance or use. * Collaborates with the third-party administrator staff for claims processing information, investigatory processes, and representation at hearings. * Collaborates with supervision in the administration of the Light Duty Work Program and in the assignment of eligible employees in accordance with established practices. * Collaborates with Engineering and Maintenance departments regarding outside contractors' safety requirements. * Maintains knowledge of the Corporate Loss Control Program, manuals, rules and regulations and in proper communication of such programs, rules and regulations. * Designs and develops various motivational safety training programs for managerial and hourly personnel. * Assists and advises supervisory staff in proper administration of the Corporate Loss Control Program, including, but not limited to: job procedure, basic training, new and transfer job orientation, safety observation, accident investigation, physical conditions and inspections, and safety and environmental audits. * Discusses complaints and suggestions received in writing relating to safety and environmental conditions with the affected supervision. * By observation of physical conditions and work practices, detects lack of conformity with the Loss Control Program and follows up with the appropriate supervisor. * May be required to complete Hazardous Waste Management training. May be required to handle hazardous waste. WORK ENVIRONMENT Daily production environment exposure which includes noise, dust, moving machinery, fork lifts, and fluctuations in temperature. Outdoor work may be required under any possible weather condition. PHYSICAL REQUIREMENTS: Ability to stand and walk within the manufacturing facility. Ability to communicate, write, type, use and operate office and department/s equipment. Ability to exert up to 75 pounds of force to move objects.
