Responsibilities and Qualifications

CCI/Speer, Located on the banks of the famous Snake River, and situated on the border of Washington State, Lewiston, Idaho is home to Vista Outdoor brands CCI, Speer and Speer Bullets. Our Lewiston, ID location is seeking a Safety Engineer to add to our team. The Safety Engineer assists in all area of safety including compliance with Vista Outdoor Energetic Operating Standards, Occupational Safety and Health Standards, Process Safety Management, and Plant Process Control Board. Additionally, this role coordinates the site's Industrial Hygiene Program, develops training agendas and provides support for safety training to the Lewiston site. This position is responsible for the coordination of outside agency's inspections including follow-up to findings. Additional responsibilities include:


  • Coordinate all activities of EOS Compliance which includes Plant Process Control Board and the EOS committee. Included in this section are the 14 compliance steps of Process Safety Management and all related correspondence, documentation, coordinating PHA meetings, and other activities related to EOS.

  • Supervise outside agency's compliance inspections within the Lewiston Operations and issues inspection reports with abatement. Provides training for Plant Authority responsibilities, Contractor Safety and Management, Lift Truck Operator training, New Hire Orientation and supports Safety training for the Lewiston Operation. The supervision of fire auxiliary systems, such as alarm and detector systems are included in this supervisory responsibility. Responds to emergencies at the Lewiston locations to act as incident command or to assist in the emergency operations as necessary.

  • Performs Industrial Hygiene work including air sampling and other possible sources that could be injurious to workers. Ensures that Industrial Hygiene work complies with appropriate government regulations and laws. Reports results of sampling and testing to the appropriate Department Supervisors. Issues personal protective equipment and performs related training as needed.

  • Calibrates and maintains all Industrial Hygiene and monitoring systems/equipment for Safety Department and Lewiston Operations.

  • Provides guidance to Lewiston Operation's Supervisors. Conducts safety inspection and assigns and monitors abatement deadlines.

  • Reviews new or revised OSHA and DOT regulations. Submits policy drafts or revisions to the Safety Manager for direction. Develops outlines and teaching materials, and serves as training instructor as needed.

  • Performs accident investigations. Works with the Health Supervisor in assuring compliance with Vista Outdoors policies and government regulations.

  • Reviews changes in Standard Operating Procedures, Engineering Orders, Drawings, Safety Proposals, and all Equipment Changes.

  • Prepares, approves, and implements comprehensive health and safety procedures in accordance with federal and Governmental regulations with particular emphasis on explosive safety, industrial hygiene, and process safety.


  • A Bachelor's of Science in Safety, Industrial Hygiene or Business Management required. (Years of experience and training may be considered in lieu of education).

  • Minimum 4 years of experience in a manufacturing environment.

  • ASP, CSP or CIH certification

  • Experience and knowledge of regulations and interpretations associated with OSHA, DOT, NFPA, DHS, ATF, and ANSI.

  • Ability to communicate well with all types of employees.

Additional Desirable Qualifications

  • Knowledge of and experience in ammunition and explosives manufacturing and industrial hygiene strongly preferred.

  • Experience with and working knowledge of EPA and/or IDEQ regulations.

Responsibilities This senior level health and safety position reports to the site mill manager and has overall HS responsibility for the Lewiston site, Clearwater Fiber Chipping site, and the Lower Columbia Reload Facility. The position leads a team of site-based HS professionals as well as provides oversight for the site security team, contract fire department and contract on-site clinic. Clearwater paper is focused on a proactive, risk based EHS Management system, which we call EHS Excellence. The Lewiston Sr Manager will lead implementation of this process, which includes a focus on the prevention of SIF incidents. * Provides leadership and safety and health technical expertise; advises site management on loss control and risk reduction strategies. * Provides direction and oversight over site for site security team, contract fire department and contract site clinic. * Lead the development and overall execution of the annual, site-based HS Plan. * Provides initial response and site coordination to all health and safety federal and/or state regulatory agency inquiries or inspections. * Conducts risk assessments and accident/incident investigations to obtain the root cause and ensures corrective actions are implemented to prevent reoccurrence. * Leads efforts to enhance employee involvement in HS and assumes leadership role in developing positive work environment. * Mentors safety staff and ensures their professional development. * Track and provide insight into commons issues, trends, problems, and opportunities to reduce losses and incident costs: maintain information and performance measurement systems to ensure that lose information is tracked and effectively communicated. * Develop, review and revise safety and health policies and practice to ensure they are current and appropriate. * Ensures audits and assessments are completed to maintain compliance with the OSHA VPP requirements. * Maintains an understanding of all site industrial processes, chemicals and by-products in order to perform duties associated with process safety management, hazardous waste and emergency response, industrial hygiene and chemical approval. * Overall leadership for the site's workers compensation process including engaging with on-site clinic, physicians and management to ensure employees receive proper medical treatment for work related injuries in a manner that allows them to return to work promptly. * Lead the site's health and safety annual training process including delivery of content. Qualifications * Bachelor's degree in Occupational Safety or related field. * Minimum of ten years' experience in an industrial manufacturing environment. * Certified Safety Professional preferred. * Experience in implementing or assessing safety management systems such as OHSAS 18001 or OSHA VPP preferred. * Supervisory experience preferred. * Thorough knowledge of local, state and federal EHS regulations. * Proficient in Microsoft Office applications. * Must be results oriented and capable of driving the EHS process at a complex site. * Must be able to work collaboratively in a union environment. * Ability to build an effect team, develop and maintain positive working relationship and articulate objectives. * Ability to maintain appropriate levels of confidentiality and sensitive information. * Operating knowledge of industrial hygiene equipment.
