Summary

The Senior Safety Coordinator requires knowledge of safety applications and concepts for Light Rail and Streetcar operations. Work involves responsibility to promote and provide for the safety of the Charlotte Area Transit System (CATS) riding public, employees, contractors, and the protection of CATS property by supporting the development, implementation and monitoring safety plans, policies and procedures. The Senior Safety Coordinator will promote a CATS culture of safety through the Safety Management System (SMS) and the Agency Safety Plan (ASP). Reporting to the Rail Safety Manager, this position serves as an integral member of the Rail Safety Team to ensure effective interfaces and integration of activities with other organizational sections. The position involves supporting other rail safety personnel in the performance of safety functions such as audits, inspections, investigations, and training. The Senior Safety Coordinator works closely with Rail Operations, City departments, and First Responders to ensure the safe operation of rail transit services and facilities.

Major Duties and Responsibilities

  • Ability to support, advise and provide direction to the Rail Safety Team

  • Knowledge of Rail and Streetcar operations, concepts and practices

  • Takes a proactive SMS approach in the implementation of all aspects of the State Safety Oversight program standards and FTA regulations 49 CFR Part 673 and 672

  • Reviews standard operating procedures related to the safety and security of various systems, operations, and regulatory issues

  • Review safety plans, unacceptable safety hazards, and corrective action plans

  • Support the implementation of Safety Management System (SMS) and the Agency Safety Plan (ASP) throughout rail operations in accordance with the North Carolina Department of Transportation (NCDOT) and the Federal Transit Administration (FTA) requirements; identifying safety management system implementation issues and concerns and address these effectively with agency stakeholders

  • Conduct and participate in internal safety audits of the ASP for Light Rail and Streetcar Operations

  • Conducts investigations of accidents and incidents along with making required notifications to oversight and regulatory agencies

  • Prepare preliminary and final accident/incident reports for State Safety Oversight (SSO)

  • Conduct/Review root cause analysis reports to identify causal factors and recommendations

  • Conduct safety inspections to ensure CATS facilities comply with federal, state, and local safety regulations and standards, including environmental regulations, NFPA and Fire Codes

  • Track and monitor all corrective actions through mitigation

  • Prepare audit reports, corrective action plans and document hazards in the hazard tracking log

  • Provide quality assurance oversight of plans, policies and procedures

  • Conduct various risk assessments to identify potential hazards

  • Develop and conduct safety training classes for employees and contractors to include OSHA trainings

  • Track and monitor various safety trends and performance measures

  • Facilitate and document Rail Safety committee meetings

  • Knowledge of Safety Certification to include testing and start-up of revenue operations

  • Assess and apply independent judgment and initiative in developing solutions to safety hazards.

  • Interact professionally with CATS employees, managers, and external representatives

  • Communicate safety management systems effectively both orally and in writing

  • Supports Rail Operations and Facilities by recommending training and distributing information on all matters related to operational safety and worksite safety

  • Support, plan and conduct emergency preparedness drills and exercises to ensure and validate the emergency response of employees

  • Serves in an "On-Call" status to respond to emergencies and incidents/accidents

  • Engages employees by supporting safety outreach campaigns, safety committees, and safety recognition programs

  • Lead/Support Safety Blitzes

  • Represents the agency in various capacities as assigned

  • Acts as interim Rail Safety Manager when needed

  • Performs other duties as assigned

Knowledge, Skills & Abilities

  • Must have a current or obtain within three (3) years of being hired a Public Transportation Safety Certification Training Program (PTSCTP) Certification as required under the Federal Transit Administration Final Rule in 49 CFR Part 672 and the FTA Transit Safety and Security Program (TSSP) Certificate

  • Knowledgeable of Federal Transit Administration Final Rule in 49 CFR Part 672, 673 and 674

  • Advocates and promotes a strong safety culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers following SMS and ASP.

  • The incumbent is expected to exercise considerable latitude and independent judgment within department policies, procedures, objectives, management direction, principles, and practices.

  • Knowledgeable of "all hazards" emergency management processes.

  • Must be eligible to obtain and retain a City Driving Permit throughout employment.

Minimum Qualifications

High school graduate or equivalent and seven years relevant experience.

Or

Associate's Degree and five years relevant experience.

Salary

  • $75,061 - $93,826/ year (salary commensurate with experience)

Conditions of Employment

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
