The Role

The Safety Auditor II will play a pivotal role in leading and overseeing the comprehensive safety program, working closely with the Director of Safety and the Safety Auditor III. As a safety expert, the Safety Auditor II will be responsible for managing various safety activities, including investigations, root cause analysis, inspections, and accident prevention. This key position will also lead the implementation of the agency's Safety Management System (SMS), ensuring the successful execution of Public Transportation Agency Safety Plans (PTASP), safety policies, risk management, assurance, and promotion processes. The Safety Auditor II will be a valuable resource to the Safety Auditor III and will supervise all PTASP processes.

Responsibilities

Duties and Responsibilities Leadership and Collaboration

  • Lead and manage aspects of the agency's SMS program, including PTASP components such as safety policy,

risk management, assurance, and promotion.

  • Direct safety investigations and employee safety reporting programs.

  • Oversee safety trend analysis and evaluate the ongoing effectiveness of risk control strategies.

  • Collaborate with the Director of Safety and Safety Auditor III to implement the SMS program agency-wide.

  • Supervise internal SMS assessments for each department and conduct safety meetings and training.

  • Participate in construction project committees and FTA- and BSSO-mandated internal safety audits.

Strategic Safety Responsibilities

  • Lead maintenance inspections and audits, ensuring compliance in areas such as facilities, rail yards,

hazardous materials, structures, stations, and fire safety equipment.

  • Analyze vehicle and rail system data for safety insights. Inspect and assess rail highway grade crossings,

street stoplight timings, bus and rail stations, and rules compliance.

  • Evaluate train control signal systems, communications equipment, tracks, and ventilation and tunnel systems.

  • Manage speed radar and aerial drone safety programs, and develop safety training curriculum and modules.

Inspect elevators, escalators, and report any inoperative conditions.

  • Project Management and Investigations: Lead safety certification projects and investigate hazards and

concerns reported through the Employee Safety Reporting Program.

  • Assist the Safety Auditor III with formal corrective actions.

  • Manage safety contracts related to employee health, safety, and environmental compliance. Investigate major

accidents involving employees or equipment, and analyze root causes.

  • Oversee National Transit Database (NTD) safety reporting functions and participate in the safety accident

response program.

Performance Planning and Monitoring Functions

  • Lead Safety Performance Measures and organize data for efficient reporting and trend analysis.

  • Assist the Director of Safety and Safety Auditor III in developing and revising safety-related standard

operating procedures.

  • Supervise the review of trended safety data and ensure departmental compliance with SMS data requirements.

  • Participate in safety and security certification processes for all projects and support continuous safety

improvement efforts.

  • Review safety data analysis provided by departments and offer direction to identify and address safety trends.

  • Perform documentation audits for compliance with SMS.

  • Maintain a current level of proficiency regarding safety codes, standards, regulations, and technological

advances.

  • Respond to emergencies and/or perform field activities 24/7 as needed

Knowledge, Skills, & Abilities

  • Strong analytical abilities and problem-solving skills.

  • Excellent management skills, with the ability to work under pressure and evaluate program effectiveness.

  • Solid understanding of safety practices, SMS principles, and related regulations. Effective communication

skills, both written and verbal, with various stakeholders.

  • Technical expertise in OSHA regulations, hazard analysis, statistical trending, and root cause analysis.

Minimum 5 years of Safety experience in administration, planning, compliance, and/or monitoring of safety

programs.

  • Any combination of experience, training, and/or education that provides the required knowledge, skills, and

abilities may substitute for the required education.

  • Valid Driver's License.

  • Ability to work on-call for periods of seven consecutive days (24 hours per day) on a rotating basis.

  • Availability to work 24/7 as needed.

Required Certificates

  • SMS Principles for Transit

  • Transit Safety and Security Program Certificate for Bus and Rail

  • OSHA 30 Hour General Industry

  • Public Transportation Safety Certification Training Program (PTSCTP) Certificate

Preferences Include

  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus

and/or Rail.

  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.

  • Knowledge of American Public Transportation Association (APTA) standards.

  • Experience working in transportation safety, security, or a related field.

  • Understanding of the Federal Transit Administration (FTA) regulations and experience conducting training.

Education

Experience

Degree: B.S. preferred or comparable training/experience

Years: Minimum 5 years required.

Field: Safety, Public Policy, Data Science, Urban Planning, Business Administration, or a related

field

Field: Safety experience in administration, planning, compliance, and/or monitoring of safety

programs
