The City of Torrance is recruiting for a Safety and Risk Management Specialist to be part of the dynamic Team of the Finance Department!

The Department

The Finance Department is a dynamic organization whose mission is to protect the City's assets while providing and supporting the Torrance community with sound financial advice in a timely, cost effective and professional manner. Managing the department's $6.0 million General Fund budget, $16.5 million Self-Insurance budget and day- to-day operations is skillfully executed by 41 staff members. The Finance Director assists the City Manager with the Operating and Capital Improvement Plan budgets, serves as advisor to the Land Management Team and Investment Committee, and presents to the City Council an annual audited statement of the City's financial condition prepared in accordance with governmental reporting standards promulgated by the Governmental Accounting Standards Board (GASB). Responsibilities of the Finance Department includes:

The Position

The City of Torrance's Risk Management division is seeking a unique individual to join our team. This role offers the opportunity to work in a dynamic environment within the public sector. The successful candidate will be highly organized, value responsiveness and customer service, and have a proven track record in Risk Management.

This position is a key part of our team. It reports directly to the Risk Manager and works collaboratively across the organization to meet the needs of all departments. Under the supervision of the Risk Manager, this position will be responsible for developing, implementing, and administering a comprehensive safety management program for the City; conducting field audits, investigations, job safety analyses, safety training programs and meetings in compliance with Federal and State laws and regulations.

Any combination of education and experience that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and skills would be:

Graduation from high school or equivalent and four (4) years of highly responsible executive support and/or administrative work in a public agency; or an equivalent combination of education, training, and experience such as an Associate's degree in Public or Business Administration or a related field and two (2) years of related experience; or a Bachelor's degree in Public Administration, Business Administration or a related field.

Successful candidates will possess the following:

  • Graduation from high school or G.E.D. equivalent is required.

  • Bachelor's degree and/or certifications in Risk Management or Human Resources are highly desirable.

  • Two (2) years of responsible Risk Management or Human Resources experience is required.

  • OSHA 10 or OSHA 30 is highly desirable.

  • Knowledge of methods and practices for developing and administering a comprehensive safety program, conducting accident and workplace safety audits and investigations, and designing employee safety training programs.

  • Knowledge of standard safety equipment used in public sector occupations.

  • Knowledge of basic research methods and statistical analysis techniques.

  • Knowledge of principles and practices of sound business communication.

  • Knowledge of Federal and state laws, regulations, and standards for employee health and environmental safety, ex. Cal/OSHA and California Code of Regulations.

  • Ability to understand, explain, interpret, and apply complex federal, state, and City requirements regulating workplace health and safety and the use, storage, and disposal of chemical and hazardous substances.

  • Ability to independently apply procedures and regulations affecting safety operations.

  • Ability to evaluate workplace safety programs and practices and make sound recommendations for improvement.

  • Ability to conduct effective employee training programs and accident and workplace safety investigations.

  • Ability to exercise sound independent judgment and initiative within policy guidelines.

  • Ability to prepare clear, concise, and comprehensive investigative reports and other materials.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to understand and follow written and oral instructions with little guidance.

  • Ability to operate a computer and standard business software.

  • Ability to establish and maintain effective working relationships with all those encountered during work.

Special Requirements: The essential duties of this classification may require the ability to stoop; to reach; to stand, to walk and sit for extended periods of time; to push and/or pull objects weighing up to 30 pounds; to lift and carry objects weighing up to 15 pounds.
