Work Schedule:Monday

• Friday 7:00 am

• 3:00 pm (40 hours/week and as needed otherwise).

Starting Salary: The starting salary range is approximately $68,848-$86,070 based on level of education & experience as it relates to the qualifications.

DEFINITION:

Under direction of the Environmental Services Director this position has responsibility for the development and management of safety and loss prevention programs. Performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

This employee develops, organizes, designs, and implements project and programs pertaining to the safety program and loss prevention program.

Employment Standards

TYPICAL TASKS:

• Coordinate with ESD staff and management to ensure compliance of facilities and procedures with applicable state and federal regulations through implementation of safety and loss prevention programs.

• Facilitate a work environment that supports a strong safety culture.

• Identify best practices and lead continuous improvement initiatives to reduce work process risks, raise safety awareness, and improve safe work practices. Collaborate with management to develop, implement, and oversee applicable practices.

• Prepare, conduct, and coordinate applicable training and safety programs and materials in the following areas: New Employee Orientation, Right-to-Know, (MSDS) Confined Entry, Traffic Control, Chemical Hygiene Plan, Fire Safety, Fall Protection, Respiratory Protection Program, Diggers Hotline, Ergonomics, Emergency Response, Personal Protective Equipment, Excavating and Shoring, Medical First Aid, Blood borne Pathogens, Hearing Protection, Lock-Out/Tag-Out, Training Records; and other trainings that will protect the health and safety of employees in the workplace, and as required by Wisconsin Department of Safety and Professional Services (DSPS).

• Conduct Job Safety Analysis (JSAs) for routine maintenance tasks for inclusion in the Maximo Work Order System. Review and revise JSAs as applicable.

• Monitor and maintain direct-reading potable gas monitors (4-gas meters) for use by field crews, portable logging gas monitors, and permanent gas detectors at ESD facilities. Ensure routine checks (bump testing) are performed and equipment calibrations are kept current. Report hazardous conditions identified by monitors or detectors.

• Conducts routine (weekly, monthly, semi-annually, annually, etc.) safety checks and maintain records of those checks as required by the DSPS.

• Determine Personal Protective Equipment (PPE) needed for each job, and provide that PPE to employees.

• Order and maintain facility safety inventory including supplies and equipment.

• Conduct safety audits and inspect facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance. Assist DSPS inspector and City's insurance company with safety audits of facility.

• Inspect field work of crews to evaluate compliance with safety program and policies, identify deficiencies, and work with staff and supervisors to affect corrective action. Perform follow-up inspections to ensure compliance.

• Maintains safety records, including those required by the DSPS. Review and update safety related forms.

• Report employee injuries/exposures to human resources. Conduct incident investigations for all incidents in which an employee was hurt, as well as close calls, identifying the root cause and providing suggestions for corrective actions to prevent future incidents.

• Facilitate Public Works Safety Committee.

• Keep abreast of all new and changing safety requirements.

• Document, analyze and track required information and prepare reports.

• May assist other City departments with safety related tasks, research, compliance or training.

• Prepare and submit an annual report to the Public Works Committee every January.

EMPLOYMENT STANDARDS:

Thorough knowledge of:

• Regulations and application of safety requirement in the operation of wastewater and stormwater utilities.

• Teaching, presentation, and motivational techniques used in routine safety meetings and training

Working knowledge of:

• Computer applications, including word processing, spreadsheets and data base systems, and geographic information systems.

Some knowledge of:

• Wastewater, stormwater and collection system operations, maintenance and engineering.

Ability to:

• Conduct research studies and surveys, analyze results and prepare the results.

• Write budgets, reports, policies, procedures, specifications, scopes of work, needs assessments, recommendations to management and grant applications.

• Plan and organize training programs and train, influence and motivate a variety of staff levels.

• Safely lift and carry up to 60 pounds.

• Establish and maintain effective working relationships with others.

Requirements/Special Requirements

Training and experience: Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be:

A bachelor's degree from an accredited college or university in environmental health and safety, or closely related field and two years of experience with utility services such as wastewater, stormwater, municipal engineering, construction, or manufacturing.

SPECIAL REQUIREMENTS:

License Requirement:. Possession of an OSHA Safety & Health Fundamentals Certificate, 24-hour HAZWOPER certification, and a Wastewater Operator's Certificate issued by the State of Wisconsin is encouraged.

Driver License Requirement: Must possess valid driver's license or be able to provide suitable transportation when necessary as approved by the department head.

Residency Requirement: No residency requirement.
