Organizational Overview:

Safety and Health Services Division (SHSD) within the Environment, Safety and Health (ESH) Directorate provides subject matter experts, centralized services and deployed services in construction safety, electrical safety, industrial hygiene, safety engineering and worker safety and health programs. SHSD establishes and monitors programmatic requirements to maintain a workplace where work is planned and performed safely and where employees take responsibility for the safety of themselves, coworkers, and guests through the consistent implementation of the facility safety and worker safety and health management systems. SHSD is organized by functional units: Electrical Safety, Safety & Health Technical Services, Industrial Hygiene services, field deployed ESH Representatives, and Injury/Illness recordkeeping.

Essential Duties and Responsibilities:

BNL is seeking a senior-level manager to lead the Safety & Health Services Division, providing guidance and technical expertise to more than 40 exceptionally talented safety and health professionals. The Manager of SHSD will:

  • Provide the overall leadership, management, and support for worker, safety and health functional areas across the BNL site.

  • Have responsibility for developing, planning, organizing, coordinating, and monitoring implementation of safety and health programs across BNL.

  • Determine compliance with federal safety regulations and Department of Energy directives related to safety and health.

  • Manage the day-to-day operations of the organization (budget, planning, staffing, recruiting, business plan execution, etc.) while developing the technical and organizational strengths of the subject matter experts and deployed staff.

  • Evaluate proposed approaches to solving complex and highly specialized technical problems.

  • Interface with various stakeholders across the organization and the Department of Energy Site Office to ensure the safety and health requirements are properly implemented in support of the ongoing mission.

  • Reporting to the Associate Laboratory Director for ESH, the Manager SHSD will provide overall leadership, strategic direction, personnel development, and oversight to ensure full implementation of all Division responsibilities, accomplishment of all Division objectives and satisfaction of all Division customers.

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in public health, safety, industrial hygiene, engineering, or related discipline.

  • Minimum of 10 years' experience in safety and health programs including at least 6 years of demonstrated management/leadership experience. This must include formal supervisory experience.

  • Ability to demonstrate proficiency in the areas of risk management, injury management, Industrial Safety, Industrial Hygiene, Safety Engineering, Hazards Analysis, Chemical Management, work planning and project management.

  • Experience with field implementation of DOE's Integrated Safety Management (ISM) and DOE's Worker Safety and Health Program,10 CFR 851.

  • Management experience in research operations, industrial hygiene, occupational safety, electrical safety and/or construction safety.

  • Excellent oral and written communication skills, interpersonal and influencing skills. Ability to effectively interface with DOE and BSA management and staff at all levels.

  • Current DOE security clearance or ability to obtain a clearance.

  • Self-motivated and organizational skills to enable planning, execution, and implementation in a timely manner.

  • Demonstrated team leadership experience and ability to achieve results through diverse cross-functional teams.

Preferred Knowledge, Skills, and Abilities:

  • Experience in the DOE complex and BNL systems such as Experimental Safety Reviews, Chemical Management System, Beneficial Occupancy Readiness Evaluation, Operational Readiness Evaluations, and permitting for LOTO, confined space and other hazardous work activities.

  • Causal analysis, assessment, investigation, and Human Performance Improvement experience.

  • Extensive knowledge and experience working within the DOE and regulatory agencies such as NRC, OSHA, and DOT highly desirable.

  • Demonstrated knowledge and experience with project management discipline and management systems.

  • Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Project Manager (PMP), Certified Electrical Safety Compliance Professional (CESCP), Certified Utility Safety Professional (CUSP) and/or Certified Hazardous Materials Manager (CHMM).

Brookhaven National Laboratory is committed to fair, equitable and competitive compensation. The salary range for this position is $179650 - $250183 / year. Salary offers will be commensurate with the final candidate's qualifications, education and experience and considered with the internal peer group.
