The Department of County Management (DCM) is seeking a well versed Safety and Health Analyst Senior to join the Risk Management leadership team to provide advanced professional and technical support in the field of risk management. As a member of the Risk Management Safety and Health team, this position will provide loss control and provide a specialized work focus on safety program development and training to support County Departments and Risk Management objectives. The primary area of responsibility includes employee safety and loss prevention during and planning for temporary inclement weather sheltering and emergency management activations.

Responsibilities:

  • Act as the Safety Unit Lead and monitor incident operations and advise incident commander or Unified Command on matter relating to operational and personnel safety

  • Develops training materials and safety manuals for specific hazards associated with employee temporary assignments at the Disaster Resource Center (DRC) locations.

  • Creates safety training curriculum and facilitate training sessions; this includes training the trainer

  • Interprets complex policies and procedures and governmental regulations

  • Acts as the Risk Management technical expert for implementation of operational level safety systems for different DRC programs and supporting operations

  • Exercises initiative and leadership in achieving consensus among stakeholders on varied and complex issues.

  • Acts as a subject matter expertise, consulting on and responding to inquiries from management and employees, interpreting and applying human resources and/or risk policies and procedures, collective bargaining agreements, and OSHA regulations

  • Develops and delivers training to County management and employee on relevant loss prevention program, policies and procedures

  • Partners with Central and Departmental training staff to verify Safety training Curriculum meets Oregon OSHA requirements and evaluate program for effectiveness

  • Makes recommendations to management and coordinators on improvements and enhancements

  • Evaluates the effectiveness of the loss prevention program and makes recommended revisions to improve outcomes;

  • In collaboration with other safety professionals, establishes countywide guidelines and procedures to ensure compliance with state and federal legislation, collective bargaining agreements, and personnel rules.

  • Assesses the ongoing need of a DRC Occupational Safety & Health position and makes recommendations to management as to ongoing position expectations and funding strategies.

TO QUALIFY:

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree; preferably in Risk Management , Occupational Safety, Industrial Hygiene, or related field. (In lieu of a degree, we will consider equivalent years of related experience)

  • Five (5) years in the field of Occupational Safety & Health.

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Experience or knowledge in National Incident Management System (NIMS)

  • Experience in Risk Management Information Systems (RMIS)

  • Experience in Safety Training Development and presentation experience

Hybrid Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location.

The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the County cannot support ongoing telework from other locations.

The home-site work location for this position is Multnomah Building: 501 SE Hawthorne Blvd., Portland, OR 97214. Other locations may be in the community at other County Departments as this position will be required to be on-site, wherever needed, and during non activation time, will need to be available for meetings and table-top exercises and planning.

Schedule: Monday - Friday; There may be some flexibility with start and end times.

Essential:

This position is designated as essential personnel and requires working during many types of emergency situations, including severe inclement weather. This may require irregular work hours and work at locations other than the primary work location.
