Introduction

The Safety Group in the Business Services Department (BSD) is looking for a qualified, experienced and enthusiastic Safety and Environmental Compliance Specialist. This position provides the opportunity to engage with employees throughout the City of Tucson's diverse functional areas to provide professional safety related training, guidance and support. This position is responsible for making technical and management level recommendations to the leadership regarding safety, health, and environmental regulatory and policy issues to include developing, implementing, evaluating and maintaining programs necessary to ensure safety and compliance with applicable codes and regulations.

General Description

The position of Safety and Environmental Compliance Specialist provides technical and management level recommendations to City departments regarding safety, health and environmental regulatory and policy issues to include implementing occupational safety, health and environmental programs.

Essential Functions

Develops and implements safety and training programs.

Performs safety inspections and investigations by visiting City facilities and employees, and reporting findings regarding hazards, exposures, risks and accidents/incidents.

Performs administrative work by conducting safety committee meetings to address safety concerns. Conducts research, generates trend analysis reports, and develops safety procedures.

Responds to emergency situations; works with other agencies regarding various safety issues, and provides guidance to City departments regarding OSHA program compliance.Answers complex technical safety, health and environmental questions using best practices, federal, state and local standards, and other regulatory administration standards, interpretations and codes.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications:
At least 3 years developing and implementing occupational safety, health and environmental programs

Valid and Unrestricted Class D - Driver's License

  • Relevant experience in lieu of the required Bachelor's degree may be considered

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Presentation and Oral Board Interview.

Presentation and Oral Board interviews will be held on Monday, April 6, 2020.

If selected to participate in the Presentation and Oral Board assessment process, you will receive more information in regards to the presentation assignment.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:

  • 5% of your rating for education and work experience
  • 70% of your oral board interview
  • 25% of your presentation

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must present your documentation at the time of the Oral Board interviews. The DD 214 must be a copy that indicates characterization of service.

Assists in the determination of the level of containment/control required for: immediate harm, risk for harm in current process and future potential for harm. Analyzes findings and trends, formulates mitigation recommendations for administrative and clinical decision making. Conducts post mitigation audits insuring consistent and sustainable risk and loss reduction. Performs operational administration of employee injury loss control and facility insurance incentive programs. Includes employee injury investigation, injury event analysis with recommendations,communication to stakeholders, reporting of trends, and compliance to loss control targets. Assesses/investigates EH&S related events. Facilitates root cause analysis, reactive and proactive risk assessments, variation reduction and identifies improvements related to safety and prevention of harm through the use of process improvement methodologies and tools.
