Building on a legacy established by both organizations in 1972, CommuniCare+OLE is a network of federally-qualified health centers with 17 sites across Napa, Solano, and Yolo Counties. It offers comprehensive care, including medical, dental, behavioral health and substance use treatment, nutrition, optometry, pharmacy, care coordination, referrals, and enrollment assistance to more than 70,000 individuals, and no one is turned away due to lack of insurance, immigration status, or ability to pay. JOB SUMMARY/OVERVIEW: Reporting to the Director of Facilities, the Safety and Security and Emergency Management Coordinator provides direction and administration of all aspects of the CommuniCare + OLE Emergency Management Plan, developing and executing short- and long-range plans to ensure compliance with federal, state and local safety laws and regulations. The Safety Officer also oversees the agency's safety and security program. This position will manage the Emergency Management Meetings and report on workplace safety issues at the quarterly Risk Management Committee Meetings. They will also be involved with incident command centers. The Safety and Emergency Management coordinator will be responsible for training key members of the Executive Leadership Team (ELT) and other staff on Incident Command Principles. They will also be responsible for maintaining the Emergency Operations center during a crisis.

MINIMUM POSITION REQUIREMENTS: EDUCATION, EXPERIENCE, SKILLS/TRAINING

Associate Degree or relevant coursework required

  • Experience/Lived Experience:

5 years

  • Special Skills/Training:

  • Trained in ICS 100, 200, 700, and 800, with training in ICS 300/400 preferred.

  • Should have or be able to obtain an OSHA 30-hour training certification, and should be knowledgeable in Respiratory Protection, Hazardous Communications and Blood Borne Pathogen plans.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Ensures all local, State, Federal, OSHA, fire and other safety and compliance requirements are met.

Acts as a liaison to safety, fire, public utility, county, state, and environmental agencies, in collaboration with Facilities team.

Act as Safety Officer for the organization.

Develops periodic reports for leadership describing actions taken to resolve problems both proactively and based on past occurrences.

Recommends and leads change within the organization to promote a positive safety culture.

Designs and implements educational trainings that develop the staff's understanding of safety standards and their role and responsibility in the organization's safety practice.

Conducts and documents Safety Training, meetings, and exercises. Facilitates regularly scheduled role-alike meetings for Health Care Managers and non-clinical personnel.

Develops a mechanism for internal communication of patient and staff safety related information.

Conducts FIT testing or the ability to identify a capable contractor to conduct Fit Testing for staff.

Promotes safe work practices that decrease employee injuries or risk across all sites and departments.

Conducts regular safety and security checks at all the Health Centers.

Meets regularly with Health Center and Program Managers to ensure Centers are meeting all regulatory requirements and established safety goals.

Collaborates with the Director of Nursing and/or appropriate clinical leadership regarding infectious Disease incidents. Will act as the Alternate Infectious Control Officer in the absence of the Director of Nursing.

Assists departments in developing departmental safety plans and in the investigation, reporting and analysis of accidents including injuries resulting in workers' compensation. Coordinate with Human Resources to conclude investigations.

Performs periodic department audits through the inspection of operations, facilities, and equipment; identify unsafe practices, procedures, and conditions and recommend corrective actions; perform follow-up to audits and inspections, ensuring that corrective actions have been implemented

In coordination with Clinical Leadership develop, implements and sustains regular drills for standardized all-hazard response.

Responsible for developing and implementing disaster preparedness plan, training and communication. Responsible for meeting coordination, action plan and communication development, and ongoing participation from appropriate departments.

Performs Safety Rounding and Code Compliance education.

Assists in special projects at request of Leadership.

Prepares and implements departmental budget in collaboration with Director of Facilities.

Submits recommendations for improvements and additions to the safety management program including emergency preparedness, accident prevention, general safety, and risk management.

Performs other duties as assigned.

CommuniCare+OLE requires pre-employment drug-testing (4-panel drug-test includes: amphetamines, cocaine, opiates, and PCP).
