Salem-Keizer Public Schools is seeking qualified applicants for the position of Director of Employee and Labor Relations.

Primary Function:

One of three human resources director positions for the Salem-Keizer School District. This position has a focus on Employee and Labor Relations, in support of the district Superintendent and Executive Director of Human Resources. The position develops and implements employee and labor management practices which contribute to a fair, respectful, diverse, and performance-focused organizational culture.

The Employee and Labor Relations Director, an integral part of the HR department, manages employee and labor-management relations that contribute to a fair, respectful, diverse, and high-performance culture.

We are seeking an Employee and Labor Relations Director with a focus on the district's labor relations program and ability to lead HR staff. Reporting to the Executive Director of Human Resources, the Employee and Labor Relations Director is one of three HR director positions, working closely with the Director of Staffing and Strategic Initiatives, the Director of Recruitment and Staffing, and the Executive Director.

This position is responsible for developing and implementing a collective bargaining strategy and managing all activities associated with negotiations, including the design, implementation, administration, and application of the collective bargaining agreements, policies, and procedures. This position serves as the lead negotiator and the primary point of contact for the district's day-to-day technical expertise regarding such agreements. Additionally, this position provides advice, counsel, and training to HR managers, school and district managers, employees, and other members of the Salem-Keizer community in employee and labor relation matters.

Minimum Requirements:

  • Bachelor's degree in human resources management, labor law, organizational behavior or other related field and seven years of relevant experience, or a combination of education and relevant experience.

Works directly with legal professionals when requested to provide information that is used to develop legal briefs prepared for complex labor disputes and grievance arbitrations. * Consults with HR leaders, as needed, to obtain information on total rewards, talent management and other HR policies and programs to inform the decision-making process related to labor and employee relations issues. * Oversees management and implementation of labor policy. * Advises on contract negotiation, grievance cases, arbitrations, conciliations and federal and state labor legislation. * Represents management in collective bargaining with unions representing company employees; provides counsel and assistance to employees in management. * Administers and maintains compliance policies. * Consults with other human resources managers and executive management to gain insight for personnel policy such as wages, benefits, pensions and work rules and practices that may be of concern when developing or revising union contracts.
