Position Summary & Responsibilities:
Position Summary:
This ROW Property Appraiser position is located within the Bureau of Right of Way at the Eisenhower State Office Building in Topeka, KS. This position performs appraisal and appraisal review procedures as required by the Federal Highway Administration and the KDOT Right of Way manual. This position also supervises staff and contract appraisers on Right of Way appraisal and Value & Acquire projects and assigned just compensation for acquisition of right of way.
Job Responsibilities may include but are not limited to the following:
Prepares written appraisal reports on subject properties based on three traditional techniques according to acceptable quality criterion.
Checks and reviews engineering plans and legal descriptions and ascertains that they are correct in relation to the property being appraised.
Inspects subject properties and comparable sales, measures improvements in conjunction with meeting the property owner or legal representative and addresses all questions concerning legal descriptions and/or appraisal procedures.
Responsible for written review and approval of all completed appraisals submitted by staff and fee appraisers on any project as assigned which requires the acquisition of land, restricted or temporary access, borrow areas, or any other needed control of property for the purpose of building, improving, or maintaining state and federal highways, state parks, and other preservative areas.
Confirms that all appraisal reposts are prepared, submitted, and acceptable as professional, accurate documents that follow bureau manuals and comply with state and federal laws and regulations.
Conducts project field inspections and thorough examinations and reviews of appraisal reports to determine the validity of the appraisal report.
Work, as required, with staff and fee appraisers to develop their proficiency in bureau appraisal processes, rules, and regulations as they apply to appraising state and federal funded projects.
Mentor staff appraisers and provide guidance and support on project assignments.

Qualifications:
Minimum Qualifications:
Two years of experience in any of the following: researching real estate property titles, real estate sales or auctioneering, real estate acquisition, real estate property management, real estate appraisal or valuation, real estate finance and/or transaction closing, compliance monitoring, inspection and/or investigation.
Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
Preferred Qualifications:
College or Seminar credit hours.
Federal DOT courses, International Right of Way Association Courses, Kansas Society of Farm Managers and Rural Appraisers Courses, Independent Fee Appraisers Courses, and American Society of Appraisers Courses.
Two years' experience in the appraisal field for Right of Way acquisition or three years' experience in fee appraisal review work.
Real Estate Property Appraiser's License.
Experience in a supervisory capacity.
