JOB SUMMARY

This position is located in the DC Department of Parks and Recreation, Roving Leaders Division. The work requires knowledge of, and the skills necessary for implementation of, a variety of recreational programs and activities.

The work also requires the ability to interact and serve diverse groups of program participants and community members. Through recreation- centered engagement, Roving Leaders uses touch points with individuals and communities, as opportunity to connect youth with the programs and services offerings aimed to produce positive outcomes. This multi-faceted approach of recreation, health, education, and social services is critical in effective violence prevention.

DUTIES AND RESPONSIBILITIES

As a Roving Leader (Outreach Coordinator) the employee instructs, plans and implements recreational and leisure time activities as an intervention vehicle for redirecting aggressive behaviors. In performing these duties, the employee is concerned not only with technical accuracy of the games or activities, but also in achieving the long range aims of the outreach program. The composite program offered by the Youth Development program consists of a conscious effort by the outreach worker to extend him or herself to become involved on an interpersonal relationship with the youth; and to plan and continue a counseling relationship that leads to problem resolution by recreational program participation and resource development within the recreation centers, government and non-government agencies and community habitat.

Assists with the instructive implementation of a self-esteem group on the elementary and middle school level, which fosters wrap around development of youth social, mental, and physical development. Assists with various activities and programs carried out in the recreation centers of assigned area (wards) of coverage.

Provides community outreach services in designated neighborhood for the purpose of home visits, referral resources, one-on-one contact, provide direct and indirect support services, and tech skills that facilitate and individuals' independence within his or her home and community. Submits weekly accountability and statistic reports to supervisor. Submits any incident reports and special events as they arise. The employee may assist in seasonal planning, organizing and conducting the various activities carried out in the night center to which assigned, e.g. movies, sports and crafts, dance, etc. night center operations are designed to provide enriched programs, especially for teenage youths during the winter season and may attract participants from surrounding neighborhoods.

QUALIFICATIONS AND EDUCATION

A degree with a major study in general recreation, or on to the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

At least one (1) year of specialized experience equivalent to the CS-05 grade level, or its non-District equivalent gained in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Examples of qualifying specialized experience include: planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management; serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

LICENSES AND CERTIFICATIONS

Must possess and maintain a valid driver's license.

Obtain First Aid and CPR Certification within the first six months of hire.

WORKING CONDITIONS/ENVIRONMENT

The work environment is within the context of operating a recreation center, in which everyday risks require normal safety precautions typical of gymnasiums, playing fields, and activity centers. Activities are usually planned and conducted in a building or an outdoor facility or area designed and built or renovated especially for a recreation program or activity.

District residents who received a high school diploma from the District of Columbia Public Schools or a District public charter school or received a GED or its equivalent from the District of Columbia will receive priority consideration for this entry-level position. Applicants must provide a high school transcript, GED certificate, high school diploma, or other applicable documentation along with verification of District residency before the District government may extend a final offer of employment.

Tour of Duty: Varies, the incumbent must be able to work evenings and weekends.

Pay Grade, Series and Grade: CS-0188-07

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE, Local 2741 and you may be required to pay an agency service fee through direct payroll deduction.
