REPORTS TO: Specialist, Business & Data Operations

DEFINITION:

Under general supervision, the Routing Systems Technician is responsible for planning school bus routes and maintaining information concerning routes and stop locations for regular and special education students in the computer assisted routing software. The Routing Systems Technician works collaboratively with staff and stakeholders in the planning, development and implementation of route data to enhance the delivery of school bus transportation services. The Routing Systems Technician is responsible for building and coordinating routes for complex programs as communicated by staff.

EXAMPLES OF DUTIES:

Works collaboratively with transportation staff members to develop efficient bus routes.

Understands and follows Baltimore County Public Schools policies, safety guidelines and Department of Transportation procedures related to routing.

Prepares, updates, and distributes bus route descriptions and route maps.

Review's location of students, location of bus stops, length of ride, and special needs of students. May participate in site visits, route reviews or program meetings as directed.

Receives placement notifications and implements necessary changes in routes.

Maintains accurate records and documentation pertaining to bus routes, bus route changes, boundary adjustments and mapping information.

Continuously analyzes bus routes using computer assisted routing software in order to minimize gaps, overlaps, zero/low loads, and to maximize loads and efficiency.

Performs simulations and "what-if" scenarios based on proposed boundary or program changes.

Works with transportation staff to successfully implement approved changes.

Works collaboratively with transportation and information technology staff members to ensure successful integration of student records into the computer assisted routing software.

Collaborates with transportation staff members in developing and designing improved internal programs and documentation for critical transportation functions /operations.

Assists transportation staff in preparing reports using the computerized routing software and other database resources.

Provides reports on key performance indicators for management.

Performs other duties as required.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

Possession of a high school diploma or appropriate equivalent, plus 60 credits of post-high school education from an accredited college/university. Bachelor's degree preferred.

Three years experience with data management and analyses with demonstrated proficiency using technology. Experience working with computerized routing software, knowledge of mapping systems and their application to school bus route network analysis, and transportation routing operations preferred.

Note: Other combinations of applicable education, training, and experience that provide the knowledge, skills and abilities necessary to perform effectively in the position may be considered.

Knowledge, Skills, and Abilities:

Knowledge of the general organization and functions of Baltimore County Public Schools, or the ability to rapidly acquire such knowledge; the ability to carry out continuing and complex assignments that require the organization of materials, the handling of routine administrative details, the preparation of reports and sound decision making.

Knowledge of mapping systems and their application to school bus route network analysis.

Excellent analytical, problem solving and time management skills.

Demonstrated proficiency in the use of PC's to complete complex and varied tasks.

Extensive experience working with spreadsheets, databases, and presenting information in a clear and concise manner.

Excellent verbal, written and human relations skills.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

The position will require travel throughout Baltimore County, Maryland to BCPS schools, offices, and facilities. Overtime required during summer and other peak periods.

FLSA: Non-Exempt

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $109.00. An identification card will be issued which must be shown prior to employment.

  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

  • If you have military experience you will be asked to provide a copy of DD214.

  • Official transcripts for all higher education must be received prior to contract signing.

  • Some positions will require employees to undergo a physical examination and/or drug testing.

  • All newly hired personnel must attend a Badges and Benefits session.

  • Additional job verification will be required for salary credit.
