Job: Roads and Grounds Manager
Job Code: 718 - PR-Roads Grounds Manager

SUPERVISES: There are direct reports with this position.
POSITION SUMMARY: Under minimal supervision the Roads and Grounds Manager will direct, coordinate and control activities concerned with maintaining the roads and grounds at a military installation. Employees in this job class oversee the maintenance or roads and grounds to ensure compliance with contract specifications.
TYPICAL DUTIES: 1. *Plan, manage and organize roads and grounds, heavy equipment and range facilities training.2. *Manage and maintain contract compliance.3. *Supervises employees; ensures a competent, motivated team through hiring, training, development, counseling and reviewing the performance of employees. 4. *Provide quality control, inventory management, record keeping and maintain reports.5. *Develop and implement preventative and corrective maintenance programs for equipment and systems associated with roads and grounds and facility maintenance at the ranges.6. *Manage subcontractors.7. *Develop and implement technical training programs for traffic safety, tools and equipment, heavy equipment and facilities management.8. *Customer service; respond to inquires, vendors, etc.9. Performs other duties and special projects as assigned.
MINIMUM QUALIFICATIONS: • Five or more years of experience in roads and grounds maintenance; including at least three years in a supervisory role;• Knowledge of vehicle maintenance;• Knowledge of state codes and laws related to roads and grounds maintenance;• Familiarity with contract terms, conditions and Statement of Work(SOW), and ability to apply to work managed; • Knowledge of planning, purchasing, and project management;• Knowledge of OSHA occupational safety regulations;• Supervisory skills to hire qualified employees, provide for their professional development, administer performance management and disciplinary processes effectively, and address employee relations appropriately;• Ability to effectively supervise and develop assigned team to meet production/service goals while adhering to safety policies and rules;• Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by senior management, customers and/or employees;• Demonstrated leadership, organizational, reasoning, problem solving and analytical skills;• Exceptional customer service skills;• Human relation skills to build effective relationships with team, customers and public;• Advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software;• Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;• Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;• Ability to establish priorities and solve a wide range of business, operational and strategic management problems; • Flexibility to respond to changing work priorities and handle numerous projects at the same time.
EDUCATION REQUIREMENTS:
High School Diploma or GED

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:
WORK ENVIRONMENT:
Work is performed at a customer's location on job sites in a construction environment with various tools, and mechanical, electrical and construction equipment. Transporting to work locations within the site.
At times, may be required to work in confined spaces. Employees may be exposed to hazardous equipment, toxic substances, noise from equipment, and depending on external weather conditions, wind, rain, cold, and heat. Travel between facilities and work locations may be required.
