Traffic Control Technician I PG -P08: ($16.85 - $24.44)

Traffic Control Technician II PG-P10: ($18.58 - $26.94)

Traffic Control Technician III PG-P12:($20.49 - $29.71)

Shift: Monday - Friday, 7:00 AM - 5:30 PM (40 hours/week)

MAJOR FUNCTIONS:

Traffic Control Technician I

Semi-skilled and laboring tasks in the installation, maintenance, and repair of traffic control devices and maintenance of traffic roadway markings. Collecting and documenting sign reflectivity values on all required signs.

Traffic Control Technician II

Skilled work in the installation, maintenance, and repair of traffic control devices and maintenance of traffic roadway markings (Signs and Pavement Markings). Read and document sign reflectivity values of each color in sign, locate coordinates in comparison to sign inventory location history, document location and sign type of new installations to update asset inventory, program and deploy variable message boards.

Traffic Control Technician III

Provides advanced technical and functional skills as lead worker, performing installation, maintenance, fabrication and repair of traffic control signs and pavement markings on all County roadways. Provides training of personnel as needed, including County policies and the utilization of Personal Protective Equipment (PPE). Acts on matters pertaining to traffic control operations in the absence of the Traffic Control Supervisor or Traffic Manager.

Investigates inquiries or complaints from the public about sign installation or pavement marking projects. Reports actions taken and results to supervisor. Completes necessary forms and documents information and reports.

Assists Traffic Control Supervisor in requesting underground utility locates from Sunshine811 for new sign installations. Meets on-site with utility locators to ensure location of high-pressure gas lines or principal/arterial fiber optic cables. With minimal direction from supervisor, closes roads for multiple reasons, including traffic accidents involving fatalities, natural disasters, downed power lines and trees, road damage, etc. to ensure traffic is unimpeded and safely detoured.

Performs technical duties, inspecting all County roads and traffic assets. Locates traffic assets and updates field data daily using Geographic Information System (GIS) mapping software and hardware. Verifies reflectivity readings on sign using a retro reflectometer to ensure nighttime visibility and required reflectivity.

ILLUSTRATIVE DUTIES:

Traffic Control Technician I & II

Travels to field locations installing, repairing or performing necessary maintenance to traffic control devices. Installs all standard, regulatory, warning, school, directional, and construction series signs on the County maintained roadway system. Wash signs and collect and document the reflectivity values on all required signs to insure reflectivity for night time visibility, according to required safe driving warning methods and practices ad defined in the Manuel on Uniform Traffic Control Devices.

Manual work involving skills in performing various markings of all traffic control patterns and symbols on the County roadway/highway systems. Performs field inspection of traffic control signs to determine needed maintenance.

Executes such maintenance functions as replacement of missing or damaged sign and or post, resetting the sign assembly, and straightening the sign assembly. Performs needed labor tasks and functions used to restore those damaged, abused or weathered traffic control devices according to prescribed methods. Uses hand tools, drills, impact wrench, pipe cutters, and digging tools to install, reset, and straightening the sign assembly. Performs labor tasks such as climbing ladders, trimming trees and bushes, removes other obstructions which serve to impair sign visibility affecting driver and vehicular safety.

Places and/or installs road closure barricaded, detour routes and directional markers according to detour plans necessitated by routing road repair projects, emergency closures, and natural disasters.

Completes report forms on daily work performance and materials used.

Performs necessary loading, unloading and stocking of materials.

Performs routine and preventive maintenance on vehicles and equipment to maintain a safe operating level and present a clean working environment. Performs related duties as required.

Traffic Control Technician II

Performs labor tasks such as climbing ladders, trimming trees and bushes, removes other obstructions which serve to impair sign visibility affecting driver and vehicular safety. Places and/or installs road closure barricaded, detour routes and directional markers according to detour plans necessitated by routing road repair projects, emergency closures, and natural disasters (traffic accidents, downed trees, sink holes, etc.). Program and deploy Variable Message Boards (VMBs) when requested, or in the event of an emergency. Completes report forms on daily work performance and materials used.

Performs necessary loading, unloading and stocking of materials.

Performs routine and preventive maintenance on vehicles and equipment to maintain a safe operating level and present a clean working environment. Performs related duties as required.

Traffic Control Technician III

With minimal direction from Supervisor or Asset Management Section, maintains, installs, repairs, and/or removes signage, while collecting and updating data for each asset, and creates new identification numbers for new installations. Operates field computers, mobile GIS and communication equipment to ensure installation and inspection history, sign type, sign class, location, and materials are accurate.

Updates the GIS database using Global Positioning System (GPS) data collectors. Documents assets that are duplicated, removed, not needed, or relocated for Management approval. Performs field inspections of traffic control signs to determine needed maintenance.

Replaces missing or damaged signs and/or posts and resets and/or straightens sign assemblies. Performs labor tasks and functions used to restore damaged, abused or weathered traffic control devices according to prescribed methods. Uses hand tools, drills, impact wrenches, pipe cutters and digging tools to install or reset sign assemblies.

Performs labor tasks such as climbing ladders, trimming trees and bushes, removing other obstructions that impair sign visibility, affecting driver and vehicular safety. Compares Inventory List and Polk County Roadway Asset Viewer for accuracy using GIS mobile data collecting equipment and computers. Places and/or installs road closure barricades and detour routes/directional signs according to detour plans necessitated by road repair projects, emergency closure and natural disasters (traffic fatalities, downed trees, sinkholes etc.) and removes said devices when notified the area is safe for travel.

Principal areas of responsibility:

Assists in installing pavement markings (stop bars, crosswalks, school zones, median enhancements, etc.). Provides assistance with checking reflectivity values of lane lines, or edge lines in the roadway when needed. Assists in sign fabrication to cover, clean or roll sign blanks.

Marks for underground utility locates for missing signs using GPS mobile equipment to pinpoint exact location coordinates. Acquires locates for underground utilities when installing new signs. Completes report forms on daily work performance and materials used.

Performs necessary loading, unloading and stocking of materials.

Performs routine and preventive maintenance on vehicles and equipment to maintain a safe operating level and present a clean working environment.

KNOWLEDGE, ABILITIES AND SKILLS:

Traffic Control Technician I

Knowledge of traffic practices, regulations, techniques and materials related to the installation and maintenance of traffic control signs, pavement markings and related devices. Ability to learn the operation and safe use of assigned equipment.

Ability to perform routine maintenance tasks on tools and equipment.

Knowledge of the kinds of paint and surface marking materials used in traffic marking operations.

Knowledge of traffic and other regulations governing the operation of equipment. Knowledge and ability to close lanes, roads, detour or flag traffic within a work zone.

Knowledge of the occupational hazards and safety precautions in the operation of equipment.

Ability to learn the placement, assembly and installation standards of traffic control signs and pavement markings. Ability to read, understand, and work from printed plans, directions, and manuals.

Ability to understand and follow oral and written instructions.

Ability to read, follow and understand road maps. Ability to read and write.

Ability to complete forms and records.

Ability to perform job duties in all weather conditions. Must perform after hour call out in emergency and on rotational basis.

Ability to ambulate independently, to bend, stoop, sit and stand. Must be able to push, pull, lift and/or carry materials of five (5) pounds or greater, with the maximum weight being fifty (50) pounds of weight.

Traffic Control Technician II

Knowledge of traffic practices, regulations, techniques and materials related to the installation and maintenance of traffic control signs, pavement markings and related devices. Ability to learn the operation and safe use of assigned equipment.

Ability to collect and locate coordinates for sign asset inventory. Ability to make basic mathematical calculations and correct documentations while reading reflectivity values on regulatory and warning signs. Ability to perform routine maintenance tasks on tools and equipment. Knowledge of the kinds of paint and surface marking materials used in traffic marking operations.

Knowledge of traffic and other regulations governing the operation of equipment. Knowledge and ability to close lanes, roads, detour or flag traffic within a work zone.

Knowledge of the occupational hazards and safety precautions in the operation of equipment.

Ability to work after-hours in emergencies.

Ability to perform job duties in all weather conditions. Knowledge and understanding of Design standards and the Manual on Uniform Traffic Control Devices (MUTCD). Knowledge of rules and regulations governing sign and pavement markings installation.

Knowledge of traffic practices, techniques and materials related to the installation and maintenance of traffic control signs, pavement markings and related devices. Knowledge of and the ability to use various personal computers or portable devices. Knowledge of ArcMap's standard tools to create and edit simple and complex features. Skilled in field data collection, using GPS technology, asset analysis and feature condition.

MINIMUM QUALIFICATIONS:

Traffic Control Technician I

Graduate of an accredited high school or possess an acceptable equivalency diploma and be able to perform manual and physical labor tasks. Must have Level I certification in Signs and Markings from the International Municipal Sign Association (IMSA).

OR Have one year experience in traffic, construction, or other transportation related field and must obtain Level I certification in Signs and Markings from IMSA within one (1) year of hire.

OR In "trainee status," no related experience required, but must obtain Level I certification in Signs and Markings from IMSA within one (1) year of hire.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment. Must possess or obtain a valid Florida Class "B" Commercial Driver's License within three (3) months of employment in this classification.

Traffic Control Technician II

Graduate of an accredited high school or possess an acceptable equivalency diploma and be able to perform manual and physical labor tasks. Must have Level II certification in Signs and Markings from the International Municipal Sign Association (IMSA.)

Must possess a valid Florida Class "B" Commercial Driver's License or be able to secure a valid Florida Class "B" Commercial Driver's License at the time of employment.

Traffic Control Technician III

Graduate of an accredited high school or possess an acceptable equivalency diploma and be able to perform manual and physical labor tasks. Must have current up-to-date Temporary Traffic Control {TTC) certification. Must have Level III certification in Signs and Markings from the International Municipal Sign Association (IMSA). Must have five (5) years of traffic signs and pavement marking installation experience.

Must possess a valid Florida Class "B" Commercial Driver License.

SPECIAL REQUIREMENTS:

Traffic Control Technician I & II

Must have a telephone at the time of employment, as employee is subject to standby and/or callout for emergencies. Must be willing to work in inclement weather when required.

Traffic Control Technician III

Must have Technical experience utilizing Global Positioning System (GPS) data collectors. Must have basic computer skills and ability to input data.

Must have a telephone at the time of employment, as employee is required to be on-call on a rotational basis and is subject to standby and/or callout for emergencies. Must be willing and able to work in inclement weather when required.

SPECIAL PREFERENCE:

Some computer knowledge preferred, but not required.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
