Clay County, Missouri seeks a dynamic, passionate, innovative leader to serve as its Road & Bridge Director with a strong track record of successfully managing all aspects of infrastructure maintenance, repair, and planning. Located in the Kansas City metropolitan area, Clay County is responsible for 380 miles of roadways, 70 bridges and related infrastructure that serve a rural/urban area with a growing population and welcoming communities. With a population of 257,000 residents, Clay County encompasses 409 square miles. A bachelor's degree in civil engineering or a related field, plus five (5) years' experience in civil engineering related to current methods and techniques as applied to the design, construction, and maintenance of roadways, bridges, and related facilities is desired. Clay County is seeking a solutions-oriented leader with supervisory, customer relations, and vendor contract management experience.

The hiring range, dependent on qualifications, is $100,000 - $125,000 annually with an employee benefits package that includes two defined benefit retirement pension plans fully funded by the County, choice of three medical plans including two high deductible plans with County funded HSA. The option to include dental, vision, flexible spending, and supplemental plans. Full-time employees are also offered life insurance (2X annual salary) paid by the County, paid vacation/sick leave, 14 paid holidays, Long Term Disability, and tuition reimbursement.

General Purpose:

The Road & Bridge Director will plan, organize, and supervise a comprehensive program in accordance with Missouri Department of Transportation & Clay County standards and requirements to deliver efficiency while maximizing taxpayer dollars in the planning, engineering, construction, and maintenance of the Clay County Road infrastructure. They will continually evaluate long and short-term transportation projects to remain responsive to the needs of Clay County citizens and visitors. The Road & Bridge Director will also provide leadership to a team of qualified, experienced staff and oversee the daily operations of tasks assigned to personnel with the goal of providing citizens and visitors with a safe, attractive, and comfortable experience on county-maintained roads.

Essential Duties and Responsibilities:

  • Provide leadership and supervision for the team members in the operations and administration divisions of the Road & Bridge Department

  • Oversee and coordinate administrative and operations staff performing maintenance, safety, fleet services, construction, asset management tracking and administration with coaching and feedback for performance development and performance improvement; evaluation of staff; make decisions regarding hiring, discipline, and promotion of staff.

  • Establish staff priorities and allocate personnel resources to achieve program objectives; delegate authority and assign work to subordinate staff commensurate with their qualifications and existing workload; review the work of staff to ensure compliance with applicable laws, policies, and procedures.

  • Implementation of departmental policies and procedures as needed, work directly with personnel in the interpretation of County and departmental policies and procedures.

  • Maintain appropriate staffing levels with qualified, experienced individuals for preventive, corrective and emergency work on infrastructure assets; prioritize daily and weekly work assignments for crew leaders and crews.

  • Respond to or delegate emergency calls after hours; respond to emergency weather conditions by assembling appropriate staff and equipment; and ensure prompt action for emergency repairs of infrastructure assets.

  • Plan and coordinate infrastructure construction and maintenance for roadways, bridges, and culverts.

  • Development and execution of the 5-year CIP with the current 5-year plan in stormwater, bridge, and road maintenance projects.

  • Responsible for methods of construction, product selection, evaluation of programs, etc. for all Road & Bridge functions.

  • Field verification of construction and maintenance project work in process and upon completion for conformance to specifications; ensure necessary inspection, testing, and documentation is completed during the project and submitted at project completion.

  • Ensure compliance of safety practices and all applicable code requirements through frequent inspection of equipment and working conditions.

  • Establish safety programs and personnel safety training; assist staff by providing technical guidance and direction.

  • Prepare and manage annual budget approved by Budget Manager and Clay County Commission for department.

  • Establish and maintain effective and cohesive working relationships with county staff, officeholders, vendors, and public.

  • Prepare and issue procurement requests in accordance with applicable policies and procedures; evaluate proposals and bids and make recommendations regarding the award of contracts.

  • Interact with vendors of goods and services related to infrastructure assets and ensure that contractors are performing in accordance with the terms and conditions of their contracts.

  • Assists with the pursuit of grants and outside funding to maximize County funding.

  • Effectively communicate with the citizens to resolve issues and complaints in a timely and cost-effective fashion.

  • Perform other related duties as assigned and reasonably qualified to perform.

Knowledge, Skills, and Abilities:

  • Strong knowledge of materials, road surface types, traffic control devices, field testing, and standard and innovative maintenance practices.

  • Knowledge of the operation, functions, utilization, and maintenance of all Road & Bridge department equipment and tools.

  • Knowledge and skill in construction and maintenance of all projects including roads, bridges, signs, and appurtenant structures; familiar with modern methods, practices and techniques for maintenance and construction.

  • Acute understanding of building maintenance and construction codes and standards, procedures, and safety regulations on state, local, and federal level.

  • Thorough knowledge of modern principles and practices of management and supervision.

  • Knowledge of principles and practices of governmental fiscal management, including budget preparation, expenditure control, purchasing and record keeping

  • Ability to read and understand blueprints; to interpret plans and specifications for construction projects and analyze issues.

  • Ability to develop County goals and objectives and to conduct and implement planning activities.

  • Ability to analyze and evaluate operations and develop and implement corrective action to resolve problems.

  • Ability to plan, organize and oversee programs and projects, including monitoring work schedules and evaluating the work of subordinates.

  • Ability to communicate effectively and concisely, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.

  • Ability to establish and maintain effective working relationships with employees, other agencies, and the public.

  • Skilled in the operation of personal computers and various software applications.

Minimum Qualifications:

  • Bachelor's degree in civil engineering or related field of study with emphasis on construction; professional engineer in the State of Missouri

  • Five years progressively responsible related experience in project management, operations management, and administration

  • Possess a valid Missouri driver's license.

Desired Qualifications:

  • Current CDL with Hazmat.

  • Professional Engineer registration in the State of Missouri.

  • Must be legally licensed with a Missouri driver's license and insured with the ability to drive in normal and emergency response situations.

Work Environment:

  • Some work is performed in an office setting. The noise level in the work environment is typically moderately quiet; at times the noise level may be loud, with frequent interruptions and multiple demands.

  • Some work is performed outside around heavy construction equipment, in varying types of terrain, near excavations or construction sites, exposed to insects, snakes, poison ivy and inclement weather.

  • In times of emergency and/or public safety incidents, may be exposed for prolonged periods of time to outdoor weather conditions that may vary from extreme heat to extreme cold; may be exposed to debris, fumes, odors, airborne particles, and dust; may be exposed to the possibility of bodily injury; may be exposed to toxic or caustic chemicals and other hazardous conditions.
