MINIMUM QUALIFICATIONS:
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus four years of professional nursing experience.
SUBSTITUTIONS:
A baccalaureate degree in nursing will substitute for one year of the required experience.
A master's degree in nursing or public health will substitute for one year of the required experience.
Specialized degrees less than a doctorate will substitute for a maximum of one year of the required experience.
A doctorate in nursing or public health will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To investigate complaints of alleged violations of the Nurse Practice Act and/or compliance with statutory provisions and/or rules and regulations of the Louisiana State Board of Nursing, Louisiana State Board of Practical Nurse Examiners or any other state regulatory board.
LEVEL OF WORK:
Program Manager.
SUPERVISION RECEIVED:
Broad direction from the Executive Director/Assistant Executive Director. General from a Registered Nurse Nursing Practice Consultant or other higher level administrative personnel.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
Statewide.
JOB DISTINCTIONS:
Differs from RN Program Coordinator by the presence of responsibility for investigating complaints of alleged violations of the Nurse Practice Act or any other law related to nursing practice.
Differs from the RN Supervisor A by the absence of supervision over lower level registered nurses.
EXAMPLES OF WORK:

Develops investigative plans and performs detailed investigations to prove or disprove the complaint and produce sufficient evidence for an administrative hearing or court of law to document non-compliance.
Initiates the summary suspension of licenses for registered nurses or licensed practical nurses that jeopardize the safety of the public.
Performs review of records to include medical records for all types of health facilities, legal documents, personnel records and other regulatory reports in order to obtain, compile and analyze information necessary to determine violations of the Nurse Practice Act or any other law related to nursing practice and/or compliance with law, rules and regulations.
Performs and documents interviews of witnesses regarding the alleged violations.
Prepares clear and concise written reports of investigations, organizes evidence and information for presentation at Board hearings.
Provides recommendations to Board Director for disposition of complaints.
Negotiates with licensees and/or attorney legal disposition of complaints.
Provides testimony for adjudication of cases at hearings of Board of Nursing, the Board of Practical Nursing, or any other regulatory board.
Provides compliance guidelines and information to health care professionals, agencies and the general public.
Examines documents, applications, transcripts, to determine eligibility to obtain or retain licensure as a Registered Nurse, Advanced Practice Registered Nurse, or Licensed Practical Nurse. Also may include other medical professionals.
Monitors activities of impaired nurses or students for compliance with the regulatory board (Louisiana State Board of Nursing, Louisiana State Board of Practical Nurse Examiners, etc.) orders, drug screening programs, aftercare contractor and conditions of probation.
Serves as a resource to the public, governmental agencies and law enforcement agencies other interested parties relative to the Recovery Nurse Program, Licensure, Disciplinary regulations of the Board of Nursing.
