THE AGENCY

The primary goal of the Resource Management Agency is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation.

The Agency includes five (5) divisions including the Environmental Health Division (EHD). The mission of the EHD is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs: food protection, hazardous materials, hazardous waste, onsite wastewater treatment systems, land use, medical waste, ocean water quality monitoring, recreational health, solid waste, underground storage tanks, and vector control. As well as provide timely advice and information to the public, businesses, and other governmental agencies related to these programs.

POSITION INFORMATION

The current positions filled from this recruitment are anticipated to be seasonal for the Vector Control Program working full time from June through October and possibly next spring.

Under immediate supervision, the Resource Management Agency Technician I - Environmental Health (RMA Tech I-EH) performs work related to applicable codes, laws, regulations, practices, ordinances, and policies in the Environmental Health Division of the Resource Management Agency.

Work is performed in both the field and office environments and may require occasional exposure to hazardous conditions and moderate physical demands while making inspections.

The ideal candidate will have completed college course work in Biology or a related science and must be willing to work outdoors in a variety of environmental settings (heat, rain, fog, etc.). Effective communication skills to inform and educate the public on environmental health program information and the ability to lift and carry equipment weighing up to 40 lbs. and the ability to walk on uneven and wet ground are required.

This posting is for the Ventura County Resource Management Agency; vacancy location is Ventura and Moorpark and may require travel throughout Ventura County.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Performs vector control field operations throughout the county that includes identification of mosquito breeding sources; identifies stages of mosquito life cycle; determines appropriate type and application rate for pesticide.

  • Responds to public complaints and conducts investigations concerning potential mosquito breeding sources.

  • Inputs mosquito monitoring and control data to vector control program database. Data includes mosquito sources inspected, level of mosquito breeding activity, and amount and types of pesticides applied.

  • Provides information and educates the public and clients about monitoring and control activities, applicable laws, ordinances, regulations, policies, and procedures.

  • Conducts mosquito monitoring and control activities lifting and carrying equipment weighing up to 40 pounds while working in a variety of weather conditions and in all types of terrain.

  • Collects samples of adult mosquitoes and other indicator organisms to determine the effectiveness of mosquito control measures and for the presence of mosquito transmitted diseases.

  • Performs mosquito transmitted disease surveillance in assigned areas.

  • Performs other related duties as assigned.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

Education/Experience

To qualify for this classification, an individual must possess any combination of education and experience that would likely produce the required knowledge, skills and abilities. An example of a qualifying education/experience is:

  • Six (6) months experience in environmental health or a related discipline which has led to the acquisition of the required knowledge and abilities; or

  • Completion of some college coursework in environmental health, biology, chemistry, microbiology, zoology, or a related discipline.

Successful candidates will have some education/experience equivalent to a minimum of one (1) year of college coursework in biology, chemistry, microbiology, zoology, environmental health, or a closely related field, OR six months job experience which would provide similar knowledge.

NOTE: If you qualify based on education, verification of the completion of college-level coursework is required to be submitted prior to the time of hire.

Necessary Special Requirements

  • Applicants must possess, at the time of appointment, and maintain thereafter a valid California driver license.

  • Must be willing to drive and work in all areas of Ventura County as needed by the agency.

  • Will be required to carry equipment weighing up to 40 lbs.

  • Applicants not indicating a willingness to accept seasonal employment will be screened out from further consideration.

NOTE: Effective written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED:

  • Work experience providing customer service to the public.

  • Work experience relating to mosquito abatement and insect control.

  • Knowledge of various Environmental Health programs offered by the Resource Management Agency.

  • Possession of an Associate's degree with an emphasis in biology, chemistry, microbiology, zoology, or a related field.

Knowledge, Skills, and Abilities:

Some to working knowledge of: ordinances, policies and procedures related to environmental health/vector control program area; environmental health methods and terminology; and federal, state and local laws and regulations related to environmental health/vector control program area.

Some to working ability to: collect, interpret, and evaluate data; understand local ordinances; prepare reasonably clear and concise written reports; communicate effectively orally and in writing; establish and maintain effective relationships with the public and other employees.

TRAINING & EXPERIENCE EVALUATION (100%): A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
