JOB SUMMARY
Reporting directly to the assigned Assistant General Counsel, responsible for performing a variety of high level, managerial, and confidential risk management duties, including supervision of the risk management team and creation, oversight and coordination of the Workers' Compensation Program, the Loss Prevention and Safety Program, and the Property and Casualty Program. This position routinely partners with County leadership, the County's broker/consultant, and outside vendors on risk program designs and management.
EXAMPLES OF WORK PERFORMED
Provides advice and assistance as a confidential trusted advisor to the Williamson County Commissioners Court regarding insurance and risk-related damages, claims, inquiries, and prevention
Routinely communicates closely with Commissioners Court, County departments, and elected officials
Trains and manages the Risk Management team
Performs personnel management, including hiring, termination, employee recognition, disciplinary action, and training
Conducts annual performance evaluations and makes salary recommendations
Leads the transition of the County's Workers' Compensation program from fully-insured to self-funded
Creates, implements, and oversees self-funded Workers' Compensation Program
Creates and implements Workers' Compensation policies and procedures regarding all aspects of Workers' Compensation, including but not limited to injury reporting, leave compensation and benefits, oversight of third-party administrator, employee temporary transitional assignments and return to work, state reporting requirements, internal reporting, Texas Department of Insurance (TDI) compensation hearings, coordination with legal counsel regarding compliance and potential litigation, management of the Risk Fund and payment of claims, and calculation of individual department/office financial responsibility in coordination with the County Auditor
Develops Workers' Compensation plan documents
Creates, implements, and oversees the County's Loss Prevention and Safety Program
Creates, implements, and oversees the County's Property and Casualty Program
Responds to ongoing loss incidents within the County
Gathers and coordinates sensitive document delivery
Analyzes and coordinates multifaceted large claims with stakeholders
Ensures reimbursements for claims are accurate and deposited
Verifies, coordinates, and approves the settlement of liability claims with the approval of the Commissioner's Court General Counsel
Oversees the implementation of property and casualty insurance changes County-wide, as needed
Reviews and processes complex invoices
Assists County departments and elected officials with insurance and risk related damages and inquiries
Prepares various reports for insurance purposes, such as payroll, vehicle and heavy equipment inventory, property schedule, etc.
Conducts annual audit and reconciliation of all lines of coverage
Coordinates property schedule with Facilities, Parks, and Department of Infrastructure
Forecasts annual insurance premiums and deductibles
Prepares reports/analysis of all programs for internal leadership and departments
Prepares, distributes, and promotes all communications regarding assigned areas of responsibility
Creates, provides, and recommends training internally and throughout County
Implements department records management standards, including use of software and information systems
Oversees the consistency of data maintenance and record keeping
Oversees claim database development, updates, implementation, and functionality
Makes recommendations based on risk assessments, collecting and analyzing documentation, statistics, reports, and market trends
Provides administrative support to General Counsel and outside counsel related to legal matters and litigation (e.g., document retrieval, scheduling, filing)
Assists Williamson County Emergency Management during emergency and disaster situations
Collects and validates certificates of insurance and bond requirements from outside vendors
Handles all office-related procurement, included related documentation and reconciliation
Leads Risk Management Committee
Serves on and chairs various committees
Attends all meetings and trainings, as required
Performs other duties as assigned

MINIMUM QUALIFICATIONS
Bachelor's degree and five (5) years of relevant risk management, insurance, and/or self-insurance work experience
Two (2) years of demonstrated lead or supervisory experience
Intermediate knowledge of Microsoft Excel
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment
PREFERRED QUALIFICATIONS
Eight (8) years of relevant risk management, insurance, and/or self-insurance work experience
Five (5) years of demonstrated lead or supervisory experience
Certified Risk Manager (CRM) certification
Advanced skills in Microsoft Excel
Working knowledge of FASTER database and Microsoft SharePoint
Experience using record management software programs
