SUMMARY

Promotes risk management and safety through implementation and enforcement of Risk Management and safety standards.  Makes plans, reviews functions and activities, documents employee safety planning, training, and hazard mitigation and preparedness activities for county employees or properties.

  • Plans and conducts training and education of Risk and Safety for county employees.

  • Monitors Operational Area policies to ensure compliance with federal/state, and local safety codes.

  • Establishes goals, policies, and performance standards for department and develops budget.

  • Obtain and process estimates, track, and document purchase orders for this department.

  • Available for response to accident/incident calls and be responsible for all investigations and proper documentation of accidents involving Midland County vehicles, property, or employees.

  • Discusses and records safety of workforce issues as it relates to county liability.

  • Manages insurance programs such as liability and property. Assists Commissioner's Court with insurance negotiations.

  • Analyzes and classifies risks as to frequency and potential severity, and measures financial impact of risk on county employees or property.

  • Advises Commissioners Court of appropriate techniques and implements programs and policies to minimize loss, such as avoidance, loss prevention and reduction, retention, grouping of exposure unites and transfer.

  • Prepares operation and risk reports for Commissioner's Court analysis relating to employees or county owned/leased property.

  • Develop and have on file for each department, a safety plan signed by Elected Official/Department Head. Update annually and file for public access.

  • Responsible for but not limited to; AED, and First Aid Kits and all related supplies for such.  Inspect annually and communicate any assistance needed to appropriate departments.

  • Chair joint Accident Process Committee per Vector Fleet Management contract.

  • Work with department heads and elected officials to identify safety concerns and mitigate said concerns.

  • Assists in establishing goals, policies and performance standards; assists in the preparation and development of the division's budget.

  • Ability to attend public meetings, public hearings, training sessions, or other committee meetings as necessary at night or on weekends as scheduled to support emergency management activities.

  • Makes recommendations concerning protocols and processes throughout Midland County as these relate to risk prevention and mitigation

  • Completes biquarterly risk assessments

  • Ensures all operations are in ADA compliance with Federal regulations and requirements

  • Shall always maintain Midland County vehicle in presentable condition and maintain regular preventative maintenance

  • Provides guidance for investigations and confirms appropriate follow-up actions are completed for behavior incidents.  Ensures documentation are completed promptly.

  • Additional duties assigned by the Facilities Director

QUALIFICATIONS

Perform duties equivalent to the class of Risk Management, safety, and inventory/fleet control.

EDUCATION AND/OR EXPERIENCE

Minimum of High school diploma or general education diploma (GED) plus at least two years of technical or operational experience in the safety, and risk management field, or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities is required.

CERTIFICATIONS REQUIRED

Must attend and seek continuing education and be insurable by agency insurance carrier. Must attend and seek Risk Management certifications.KNOWLEDGE OF

Principles and practices of safety, accident cause and determination; damage assessment recovery methods and safety and survival procedures; types of natural and man-made emergencies related to county owned or operated properties, equipment, inventory control, and organizational, management principles and practices; resource allocation/tracking; and planning and budgeting.

ABILITY TO

Deal effectively with a variety of governmental and community officials and research, compile and analyze comprehensive reports and statistical information; read, interpret and apply related laws and regulations; communicate effectively orally and in writing; make sound discretionary decisions; work well under pressure; represent the department with tact and diplomacy; make effective presentations and effectively perform under emergency conditions.
